<br />Minnesota Avenue. <br /> <br />4, Given the development of the Temple and housing along Minnesota Avenue, that <br />connection is no longer possible or desirable. Therefore, the Westby's and the <br />Temple are seeking to have that easement vacated. Engineering staff has <br />reviewed this request and concurs that the easement is not necessary for street <br />purposes and therefore, can be vacated. <br /> <br />5, The Westby's other land lies to the west of their residence, between Lovell <br />Avenue and the Buddhist Temple property, extending to the east line of the <br />Concordia Meadows townhouse planned unit development. The parcel is 145 feet <br />deep by 194.6 feet long and is approximately 28,000 sq. ft. in size. The proposed <br />lot division would create two lots. One lot would have 94.62 feet of frontage and <br />would be 13,717 sq. ft. in size. The second lot would have about 100 feet of <br />frontage and would be approximately 14,000 sq. ft. in size, Lots in the R-l and <br />R-2 zoning districts are required to have a lot width of 85 feet and lot area of <br />11,000 sq. ft. Both of the proposed lots meet these standards, <br /> <br />6. The Westby's are also proposing that the westerly parcel be rezoned to R-2 Two <br />Family Residence District in order that they may build a double bllilgalow for two <br />relatives to live in. This lot is adjacent to the Concordia Meadows Townhouse <br />planned unit development and it is the Westby's feeling that the two family <br />residence would make a good transition to the single family neighborhood along <br />Lovell Avenue. It would be their intention to develop the other new parcel as a <br />single family residence sometime in the future. <br /> <br />7. On May 11, 1994, the Planning Commission llilanimously recommended approval <br />of the vacation of right-of-way easements and the subdivision of a 28,000 sq. ft. <br />lot into two lots each exceeding 13,000 sq, ft. in size along Lovell Avenue as per <br />staff recommendation. <br /> <br />The Planning Commission, on a 2..5 vote, recommended denial of James <br />Westby's request for a rezoning from R~l to R~2 at 480 Lovell Avenue. <br /> <br />2 <br />
