<br />I <br />I- <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />When determining whether to grant a Special Use Permit, Section <br /> <br />12.035 of the Rosevi1le Zoning Code requires consideration of the <br /> <br />following matters: <br /> <br />(1) Impact on traffic. <br />(2) Impact of parks, streets, and other public facilities. <br />(3) Compatibility of the site plan, internal traffic. <br />circulation, landscaping and structures with contiguous <br />properties. <br />( 4 ) Impact on the use on the market value of contiguous <br />properties. <br />(5) Impact on the general public health, safety and welfare. <br />(6) Compatibility with the City's comprehensive plan. <br /> <br />3. <br /> <br />THE PROPOSED USE. <br /> <br />The Applicant conducts an automobile <br /> <br />leasing and resale business in St. Paul under the tradename <br /> <br />Unilease, Inc. He is licensed as a used automobile dealer by the <br /> <br />State of Minnesota. No further license is needed from the state of <br /> <br />Minnesota to allow Mr. Kath the ability to conduct the business <br /> <br />from the property. The building is owned by the Applicant. <br /> <br />The proposal is that approximately 1400 square feet of the <br /> <br />building be utilized as an indoor showroom for not more than 5 <br /> <br />automobiles that are available for ,either leasing or resale <br /> <br />following return from lease. The space is located generally in the <br /> <br />southwest portion of the building.2 Access will be gained by the <br /> <br />overhead garage door <br /> <br />installed on the southerly wall of the <br /> <br />building and the entry door to its left. 3 There will be no <br /> <br />2Exhibit No. 1 shows the location for the proposed use. It <br />constitutes approximately 7% of the total usable floor space in the <br />building. <br /> <br />3Photographs 2,3, and 4 show the location of the access garage <br />door in relationship with the remainder of the back of the <br />building.
