<br />Roseville School District Property <br /> <br />15 October 1993 <br /> <br />Page 2 <br /> <br />Based upon that recommendation, the Board decided to proceed with Concept B. They also decided <br />to hold one more public information meeting prior to beginning the City Planned Unit Development <br />review and approval process, which will in turn involve a number of public meetings and public <br />hearings. That meeting is scheduled for Monday, October 18, at 7:00 p.m. at Roseville City Hall. <br /> <br />The focus of this meeting will be on providing information and answers, particularly regarding <br />traffic and the process and schedule to follow. The Board intends to convey to the community that <br />they are proceeding with the development of the property and they have selected Concept B as the <br />basic approach to guide the development process. <br /> <br />In addition to this information, we will also share the approach that the Board will be taking to <br />selecting a developer and the timing for this selection. This involves a shift from our initial thinking, <br />and I want to explain what we are currently recommending and why. <br /> <br />The original idea was to proceed through the Concept Stage of the PUD, get approval and then <br />bring a developer on board. The rationale was that this would allow the school district and you to <br />sell approved real estate and realize more money. Based upon extensive discussions with <br />prospective developers and subsequent discussions with the District 623 staff, the current plan is to <br />select a developer before the Concept Stage plans are prepared. <br /> <br />The primary reason for this change in approach is due to the fact that there are some inevitable <br />refinements and modifications to any concept plan when a specific development, with specific units <br />are designed to fit on the property. Given the understandable level of concern that exists within the <br />surrounding neighborhoods, we feel that it is in everybody's best interest to focus on the actual plan <br />and actual building types, landscaping, grading plans, etc. <br /> <br />With this in mind, we are currently working on a Request For Proposal (RFP) that will be sent to <br />interested developers. This leads me to the key questions that the Board has asked me to pose to <br />each of you. <br /> <br />A number of the interested developers have inquired about your interest in developing your property <br />at this time. I explained that we had some general discussions, but, that the question had not yet <br />been answered. Several developers expressed the opinion that it would be preferable for the school <br />district and yourselves to "package" the properties, so they would not have to deal with everyone <br />individually. The first question, therefore, is are you interested in selling your property for <br />development as part of this process? <br /> <br />If the answer is yes, then we should discuss how that should be accomplished. Understand that even <br />to proceed with including your land in the planning approval you will need to sign the PUD <br />application. To actually sell your property to the same developer, some form of agreement would <br />need to be drafted. I will discuss this step with a real estate attorney, if you are interested in <br />developing at this time. <br /> <br />If we assume for the sake of discussion that you all decide to join together in this development <br />process, several important issues will need to be resolved. First of aU, the Roseville <br />Comprehensive Plan designates the School District property as MR, Medium Density Residential, <br />the Grauel and Roberts properties as Singte.Pamily Residential, and the Gryskewicz property as <br />future park. Concept B, on the other hand, shows all of the Grauel and Roberts properties as <br />townhomes, places all of the park dedication on the School District property, and shows at least part <br />of the Gryskewicz property as part of a single-family lot. <br /> <br />Consequently, if you are a11 interested in development at this time, it would be fair for all of the <br />owners to share on a prorated basis in the total sale proceeds. ~This would avoid the potential <br />
