The following trip distribution approximations were based on the layout of area
roadways and the ease of using local roadways to get to major roadways such as
Rice Street, County Road C, and ultimately, Highway 36 and Interstates 694 and
35E:

. The majority of trips entering Dale Street from the site will continue on Dale
Street to County Road C, but a small amount of this traffic (approximately
10%) will utilize Terrace Drive.

. The majority of trips entering South Owasso Boulevard and Western Avenue
from the site will be oriented more toward Rice Street due to current local
traffic patterns. Based on recent counts taken by the City of Roseville, nearly
two-thirds of the traffic in this area is using South Owasso Boulevard to
access Rice Street, with the rest using Western Avenue (to County Road C).

. Of the total number of trips entering Western Avenue from the new roadway
(north of Maple Lane Court) that would be oriented towards Rice Street, it
was estimated that half of these trips would access Rice Street via County
Road C-2 (due to its close proximity to the new roadway and its ease of
accessing Rice Street). The remainder of these trips would access Rice Street
via South Owasso Boulevard.

Drawing No. 1 shows the current (1991) average daily traffic volumes (as
determined by the City of RoseviUe and others) for many of the roadways in the
area. These volumes were used to help determine anticipated directional
distributions of the local traffic to and from the study area.

Lake Owasso Property Traffic Impact Analysis
Roseville, Minnesota

Page 4
A-ROSSD9401
