These additional volumes can be accommodated with minimal impact to the local
area. Some of the reasoning for this includes:

· Nearly all of the traffic will use Dale Street only {instead of neighborhood
streets such as Terrace Drive, South Owasso Boulevard and lona Lane} for
access to and from the site.

· Additional traffic volumes on Dale Street throughout much of the day would
be minimal (approximately 30 vehicles per hour, except during peak hours)
and would not cause access onto Dale Street from adjoining side streets to be
appreciably different than what currently takes place.

Roadways in the area are constructed so that an increase in traffic (such as
proposed) can be accommodated with no changes necessary. Traffic control
would remain as is, except for adding stop signs for the new roads that access
Dale Street.

Western Avenue('County Road C

This intersection is controlled by stop signs for Western Avenue only.
Approximately 10,000 vehicles per day are currently accessing this intersection,
with nearly 90% of this traffic using County Road C. Development is anticipated
to add approximately 450 vehicles per day to the intersection and to Western
Avenue (north of County Road C).

Lake Owasso Property Traffic Impact Analysis
Roseville, Minnesota

Page 7
A-ROSSD9401
