The intersection currently operates well, although delays to Western Avenue
traffic can be significant during peak hours. However, the volume of traffic
accessing County Road C from southbound Western Avenue is light (estimated
to be approximately 25 vehicles during the peak hour). The addition of
approximately 15 vehicles to this movement during the peak hour (half of which
are less time consuming right turns) should be accommodated with minimal
additional impact on the operation of the intersection.

Western Avenue (north of County Road C) currently carries approximately BOO
vehicles per day. Although an increase of 450 vehicles per day to this roadway
is significant, this total volume is still considered relatively light for a local
collector roadway like Western Avenue. An average increase of 30 vehicles per
hour should be accommodated without significantly impacting the area and
access onto Western Avenue from the adjoining side streets.

Judith Avenue

Access to Judith Avenue currently exists from Western Avenue or from Terrace
Drive/Mackubin Street. An estimated 280 vehicles per day currently use Judith
Avenue just west of Western Avenue. Depending on which development
scenario (A, B, C) is examined, anywhere from 50 (B) to 140 (A) additional
vehicles per day would be estimated to use Judith Avenue in order to access the
proposed homes west of Macl(ubin Street. Although an increase of between 18 -
50% in volume of traffic may appear significant, in a worst case scenario, only 15
additional vehicles would be added to this roadway during the peak hour, with

Lake Owasso Property Traffic Impact Analysis
Roseville, Minnesota

Page 8
A-ROSSD9401
