Independent School District #623 is proposing a residential planned unit development for <br />the property they own in the northeastern part of Roseville, south of Lake Owasso. The <br />property is bounded on the east by Western Avenue, on the north by S, Owasso <br />Boulevard, on the west by Dale Street, and on the south by existing single family homes <br />along Centennial Drive. The northern boundary is also defined by a Burlington Northern <br />Railway line, an NSP transmission line, and an underground Amoco pipeline. The site has <br />been designated as medium density residential and park in the Roseville Comprehensive <br />Land Use Guide Plan since 1979, The zoning for this property is currently R-l Single <br />Family Residential. <br /> <br />The residential planned unit development proposed for the School District site includes a <br />total of 139 new homes to be built on 75.9 acres, creating a gross project density of 1.86 <br />units per acre. The project includes 79 single family lots and 60 townhouse units. the <br />project is also proposing an 8.3 acre park located in the western area of the site and 6.6 <br />acres of open space, located primarily around wetland basins. Total project value is <br />estimated to be $28 - $32 million. The Planning Commission, at the February 8, 1995 <br />meeting and the City Council, at the February 27, 1995 meeting, approved Independent <br />School District #623's request for a planned unit development (PUD) concept <br />development plan, rezoning from R-l to PUD and a preliminary plat for the property with <br />the following conditions: <br /> <br />(1) All wetlands to be platted as outlots and deeded to the City, and easements shall be <br />provided for the maintenance of all NURP basins and drainage improvements. <br /> <br />(2) Trail connections to be provided to the neighborhood park from the proposed <br />sidewalk along the main through street in the development and to provide access <br />to the Judith Avenue neighborhood. These trails shall be dedicated as pedestrian <br />rights-of-way and the specific locations and design shall be determined in <br />cooperation with the Parks Commission and staff. <br /> <br />1 <br />
