<br />. . <br /> <br />(3) The applicant shall cooperate with the staff and Peter Gryskewicz in the process of <br />evaluating the City's purchase of his property for storm water ponding purposes. <br />If the City chooses not to acquire this property and Mr. Gryskewicz decides to <br />pursue its development as a single family residential lot, the applicant has <br />volunteered to grant an access easement to serve this lot. <br /> <br />(4) Final details of the proposed storm water drainage system design shall be <br />completed in accordance with the Grass Lake Water Management Organization <br />resolution and the City's Comprehensive Water Management Plan. Any major <br />changes to these designs that cause a modification of the Concept Plan shall return <br />to the Planning Commission for review. <br /> <br />(5) Any reduction in the size or changes to the shape of the neighborhood park that <br />would result in an increase in the number oflots shall return to the Planning <br />Commission for review, <br /> <br />(6) The proposed cul-de-sacs in the townhome areas shall be 28 foot streets located <br />within 60 foot rights-of-way. The cul-de-sacs shall be modified to a "tear drop <br />shapelf to facilitate maintenance and be located on 120 feet wide rights-of-way, <br /> <br />(7) One side of 28 foot streets be posted for no parking. <br /> <br />(8) Sidewalk on one side of main streets through development. <br /> <br />(9) Proof of park (in the form of cash or land as determined by the City) in case <br />stormwater runoff prevents use of park as contemplated. <br /> <br />(10) Staff work with developer to provide proper screening and landscape buffers <br />between development and existing development. <br /> <br />(11) Relevant portions of deed covenants be incorporated into PUD agreement to <br />insure proper maintenance and architectural control. <br /> <br />(12) Dedication ofa11 utility and ponding easements, <br /> <br />(13) Review of erosion control measures by Ramsey Soil and Water, <br /> <br />(14) Monument sign, townhome design, storm water solution design be brought back at <br />March Planning Commission meeting. <br /> <br />(15) That 120 foot diameter right-of-way be provided on all public cul-de-sacs. <br /> <br />(16) That a final stormwater outlet design to Lake Owasso be approved by staff. <br /> <br />(17) That final street and utility plans, including utility recommendations contained in <br />this report, be approved by staff. <br /> <br />2 <br />
