(2) Such Addendum will be mailed by certified United states mall or will be sent by telegram to each, prospective bidder who has received a proposal prior to the date of the, Addendum; and (3) Such Addendum will be attached to all proposals issued after the date of the Addendum and shall remain a part thereof. 203.. 0 A,WARD E~ECUTION OF DOCUMENTS, DELIVERY J)F BONDS. ETC. 203.1 The award of the Contract, if it is awarded, will be to the lowest responsible Bidder whose qualifications indicate 'the award'will be in the best interests of the OWNER and whose proposal complies with all the prescribed requirements. The OWNER reserves the right to reject any and all bids. In analyzing Bids, the OWNER may take into consideration alternates and unit prices, if requested by, the Bid forms. If the contract is awarded, the OWNER will qive the successful Bidder written notice of the award 'within thirty days after the opening of the Bids. At least three copies ot the Agreement and such other contract Documents as practicable will be signed by the OWNER and the CONTRAC1'OR. The ENGINEER will 'identify those ,portio~s of the contract .Documents not so signed and-such identification will be binding on all parties.. The OWNER, the CONTRACTOR and the ENGINBER,will,each'rec.ive an executed copy of the Contract Documents. 203.2 203.3 simultaneously with the ex~cution of the Contrac~ Documents, the CONTRACTOR 'shall deliver to the' OWNER' the required. bonds and certificates of insurance.
