The main project entrance will be from Roselawn Avenue in the <br />approximate middle of the property. A secondary access is proposed to connect to Oxford Street <br />and Draper Avenue and a hammer-head turn around is provided on the west edge of the property. <br />For private streets, this roadway width is allowed, however, it must be signed for Uno parkingU to <br />allow emergency vehicle access. In the center of the development, the developer is proposing <br />an 18x18 foot neighborhood gazebo and picnic area. To provide for surface water runoff control <br />and quality, ponding is being provided immediately north of this recreational area, The grading <br />plan is showing peripheral berming and landscaping to provide a buffer for the single family <br />residential neighbors to the north and to provide screening and to break up the building massing <br />along Roselawn Avenue. <br /> <br />Project Maintenance - Homeowner's Association <br /> <br />It is proposed that the townhome neighborhood for the project will have a homeowner's <br />association. Once the project is completed, the association will be governed by a board elected <br />ftom the people living in the neighborhood. Association fees will be levied against the members <br />of the association for ongoing maintenance responsibilities, including maintaining the private <br />'street. Homeowner association documents must be filed with Ramsey County. <br /> <br />Park Dedication <br /> <br />The park dedication requirements for this proposed residential planned unit development will be <br />satisfied on a cash in lieu of land basis. The formula for this contribution is based on $400.00 per <br />townhome unit. <br /> <br />Vehicle Traffic <br /> <br />The planned unit development is proposing 16 townhome units on this site, creating a gross <br />project density of 5 units per acre. Staff estimates that there will be between 30-40 residents in <br />this new subdivision. Using ITE traffic standards of5 vehicle trips per townhouse unit per day, <br />the new subdivision would,generate approximately 80 vehicle trips per day. The majority of this <br />traffic would be m<?ving onto Lexington Avenue, through the controlled intersection at Roselawn. <br /> <br />City Code requires two parking spaces per townhouse unit.
