o Roseville is a community that equally embraces the arts and athletics — allowing <br />opportunities to support and participate in a wide range of leisure endeavors for <br />residents and guests of all ages. <br />Roseville Parks and Recreation is recognized among an elite group of local, regional and <br />national agencies for the level of the department operations and the delivery of recreation <br />based facilities and services. In over 40 years of existence, RPR has been acknowledged; <br />o locally on fourteen separate occasions with the Minnesota Recreation and Park <br />Association Award of Excellence. <br />o re0onall as an industry leader in recreation management and operations. <br />o nationally with the NRPA Gold Medal Award for Excellence in Recreation <br />Operations and Management <br />o nationally by the National Recreation and Parks Associations Commission for <br />Accreditation as a Nationally Accredited Agency. <br />o internationally as host of first class sporting events. <br />111. Scope of Work <br />The consulting firm must provide the following services: <br />o Establish a clear extensive community involvement plan. <br />Establish a clear vision for the Roseville Parks and Recreation including: open <br />space, culture, historical, preservation, public art, trail and bikeway system to <br />meet current and future community needs. <br />Establish a clear vision for the entire Parks and Recreation System as a whole as <br />well as its individual parts (parks). <br />Establish a detailed implementation program for achieving the plan's vision <br />including: developing individual park master plans at selected parks (per park <br />estimate), recommend construction phases as well as provide cost estimates and <br />funding sources. <br />• The intent of this master planning effort will be to develop a plan that is desirable <br />and affordable that will progress into the construction of the suggested <br />improvements that will be recommended by the community. <br />• It is expected that during the master planning effort, momentum will be created <br />that will guide possible funding options for the proposed improvements. <br />® Identify cost estimates for the creation of construction documents for proposed <br />improvements. <br />• Establish construction standards and identify best practice construction methods <br />that will facilitate construction and future maintenance efforts <br />• Establish documented capital funding priorities for improvements and <br />acquisitions to the Park and Recreation System as identified by the community. <br />• Establish documented program priorities for the recreation, historical and cultural <br />systems <br />® Evaluate existing Park and Recreation System features, amenities and services as <br />related to peer communities and accepted/appropriate national standards and <br />identify challenges and potentials <br />Page 6 of 18 <br />
