• Identify the Park and Recreation System needs, desires and interests of the <br />community today and in the future based on anticipated demographics, economic <br />and sociologic changes, etc. <br />• Establish documented policies and priorities for preserving and restoring existing <br />natural features and amenities for the benefit of the community as a whole. <br />• Update definitions and standards for the Park and Recreation system including; <br />general terms, general standards, park classifications and park facilities. <br />• Develop guidelines for public art and programs including benefits/investments <br />levels <br />• Analyze existing City documents for integration of relevant information <br />• Coordinate Park and Recreation System Plan update with the 2008 City <br />Comprehensive Plan update and other recent planning efforts. <br />• Prepare goals, objectives and implementation actions as appropriate for the Park <br />and Recreation System for inclusion in the 2008 City Comprehensive Plan. <br />• Solicit public input from residents, community groups and individuals, businesses <br />and stakeholders through a variety of tools including surveys, public forums, <br />workshops and focus groups. Define significant stakeholder groups and identify <br />their role in the planning process. <br />• Facilitate input from a Park and Recreation Master Plan update Team. The team <br />shall provide input on: park needs, program needs, financing of park <br />improvements and acquisitions, needs for additional park facilities or replacement <br />of existing, (e.g. community center, additional indoor ice sheet, golf course <br />expansion, bike trails, warming houses, community park buildings, etc.) The <br />team may consist of- <br />- City Council members <br />- Parks and Recreation Commission members <br />- Planning Commission Member <br />- Public Works, Transportation, Environment Commission members <br />School District Representative <br />Roseville Visitors Association <br />Ramsey County <br />- Citizens <br />- Business Representative <br />- Arts Representative <br />- youth Athletics Representative <br />- City Staff (Public Works, Admin, Community Development.....) <br />- Other <br />• Identify and discuss how changes to the external systems (i.e. transportation, <br />development, etc.) will impact the Park and Recreation System <br />• The consultant is to work closely with City staff, City Council, Parks and <br />Recreation Commission; Parks and Recreation Master Plan team and various <br />stakeholders. <br />• Analyze current maintenance and operation practices and identify opportunities <br />for improvement.. <br />Page 7 of 18 <br />
