Request for Proposal for Consulting Services <br />Parks and .Recreation System Master Plan Update <br />City of Roseville, Minnesota <br />September 2, 2008 <br />The City of Roseville invites qualified park planning firms to submit a proposal, <br />including a fee schedule, for consulting services to prepare a comprehensive <br />master/system plan update for Roseville Park. Parks and Recreation. The updated Parks <br />and Recreation System Master Plan must: <br />® Establish a clear vision for the Roseville park, recreation, open space, cultural, <br />historical, preservation, public art, trail and bikeway systems to meet current and <br />future community needs <br />• Establish a detailed implementation program for achieving the plan's vision <br />including developing individual park concept Master Plans, recommending <br />construction phases and estimate the annual costs as well as outline potential <br />funding sources <br />• Establish documented capital funding priorities for improvements and <br />acquisitions to the Parks and Recreation System <br />m Establish documented programming priorities for the Parks and Recreation <br />System <br />o Evaluate existing Park and Recreation System features, amenities and services <br />related to peer communities and accepted national standards to identify problems <br />and potentials <br />® Identify the Parks and Recreation System needs, desires and interests of the <br />community today and in the future based on anticipated demographic, economic <br />and sociologic changes <br />• Establish documented policies and priorities for preserving and restoring existing <br />natural features and amenities for the benefit of the community as a whole <br />I. Parks and Recreation System Profile <br />Roseville Parks and Recreation maintains 30 parks, 679 acres of parkland and open <br />space, 67 miles of trails and walkways; manages a variety of recreation, leisure and sport <br />facilities and offers thousands of recreation and leisure programs and special events <br />annually. Roseville is a suburban community of 33,690, located in the northern <br />Minneapolis/St. Paul metropolitan area. Located on two major highways (1-35W & State <br />Highway 36), it borders both Minneapolis and St. Paul, and is a short commute to either <br />downtown area. Roseville is considered the retail and commercial hub of the northeast <br />suburban area. Roseville was incorporated as a city in 1948 with a population of 4,589. <br />The City experienced dramatic growth in both population and commercial development <br />in the 1950s and "60s. Since then, the City has shifted its focus from planning to <br />redevelopment and preservation. Today Roseville is a mixed -land use community with <br />Page 2 of 18 <br />
