<br />J . <br /> <br />Planning Commission Minutes <br />August 9, 1995 <br /> <br />recommend the issuance of a conditional use pennit at 2797 Hamline <br />Avenue within the Hamline Shopping Center for the operation of a bingo <br />hall limited to tenant bay I of approximately 18,000 sq. ft. with the <br />condition that parking lighting be upgraded at the southwest parking lot. <br /> <br />ROLL CALL: <br /> <br />Ayes: Wietecki, Harms, Sandstrom, Rhody, Cunningham <br />Nays: None. <br /> <br />6. <br /> <br />(d) <br /> <br />Planning File 2780: Kettler Construction, Inc. concept plan approval was <br />moved to the Consent Agenda. <br /> <br />6. <br /> <br />(e) <br /> <br />Amendments to the Roseville City Ordinance requiring certain building <br />construction setbacks from pipelines from amending the City Code of the <br />City of Rosev;ilIe by adding Chapter 36. <br /> <br />Chainnan Keith Wietecki opened the public hearing and requested a background report <br />by the City Planner Michael Falk. Mr. Falk described the provisions of the ordinance <br />prepared by the city attorney. He noted that the ordinance had been recommended by the <br />Roseville Pipeline Task Force. He also explained that the "South ofC property owners <br />have concerns regarding the proposed ordinance. The ordinance, which would require a <br />100 setback from any pipeline, was described in detail. Mr. Falk noted that there are 38 <br />miles of pipeline within the city, and there are 1,396 parcels effected by this proposed <br />ordinance of which 149 or 11% are vacant parcels. <br /> <br />Thor Bank, Chairman of the Pipeline Task Force, summarized the report to the council. <br />He stated that Maplewood had adopted this ordinance soon after the Moundsview <br />explosion. If the city had no ordinance, the State rules will continue to apply to buildings <br />near pipeline easements, That State rule allows buildings to be built to the easement line <br />with no setback. Mr. Bank noted that within the easement corridor there are up to 2 <br />pipes. The ordinance allows for variances. The Amoco line has the most amount of <br />vacant land adjacent to it. Roseville has 175 pounds per sq.in. pressure in its natural gas <br />lines. The ordinance is restricted to regulating those natural gas lines with over 275 <br />pounds of pressure per sq. in. <br /> <br />Chairman Wietecki asked what was the Task Force attempting to do. Mr. Bank <br />responded: 1) gathering factual information regarding the pipelines within the City of <br />Roseville, 2) determine what the potential danger of the pipelines and tenninaIs <br />were, and 3) suggest improvements to provide safety. - <br /> <br />9 <br />
