<br />northwest comer of the site to a catch basin which would collect water trom the remainder <br />of the paved areas on the site. The pipe trom this catch basin flows into a proposed <br />NURP pond. Engineering staff has reviewed the storm sewer calculation and found this <br />pond to be sized for a fully developed site, assuming that some day additional <br />development might occur on this site. This pond then drains into an existing catch basin at <br />the northeast comer of the site. <br /> <br />12. On the site plan, a portion of the westerly parking lot does not have curb and gutter <br />around it. For drainage purposes and site aesthetics, poured-in-place concrete curb and <br />gutter will be required around the entire periphery of the parking areas. <br /> <br />13. SIGNAGE: The applicant is proposing to install a 20 foot tall pylon sign on the site as <br />well as wall signage of individual red letters for the exterior of the building. They have <br />indicated the letters would be approximately 3 feet in height and would be internally <br />illuminated. At this point, the sign package is not complete and would need to be <br />reviewed by staff prior to the issuance of a sign permit. <br /> <br />14. LANDSCAPING: The landscaping plan consists ofa combination of maintaining existing <br />landscape screening materials and adding evergreen and deciduous trees and shrubs. The <br />residential neighborhood to the west of Fry Street is screened by existing landscape <br />material, all of which will be retained. Emphasis needs to be placed on providing <br />screening of the service bay doors trom Snelling Avenue. In addition, staff has pointed <br />out to the applicant that the design standards chapter of the City code requires that 5% of <br />the parking lot be landscaped and have suggested planter islands surrounded by concrete <br />curb and gutter in the western parking lot. In addition, the code requires one overstory <br />tree per 50 lineal feet of parking lot around the perimeter of the parking areas. <br />Streetlboulevard trees will be required and must meet the City Master Street Tree Plan <br />regarding location and species. <br /> <br />15. SITE LIGHTING: For site lighting, the applicants are proposing a shoe box type fixture <br />on 30 foot high poles. The photometrics submitted with the package indicate that light <br />trespass beyond the property will not be a problem. One concern might be the wall pack <br />fixture located on the west elevation of the building. This fixture has the potential of <br />being a bright spot in the neighborhood to the west and should also be a fixture that <br />conceals the source of light. The applicant has agreed to modify this fixture. <br /> <br />16. TRAFFIC CONSIDERATIONS: Included with this report is a copy of a traffic impact <br />analysis study done by the City's traffic consultant, Short Elliot Hendrickson. In general <br />this report indicates that the traffic generated by the proposed Western Auto store will be <br />less that what is currently generated at the Knights of Columbus building by the bingo <br />operations. They have also indicated that the overall site circulation for the project works <br />well for both customers and for delivery vehicles. <br /> <br />3 <br />
