<br />17. ENGINEERING CONSIDERATIONS: The engineering staff has reviewed this <br />application and made the following comments: <br /> <br />a) The southwesterly parking lot is built on the right-of-way line of Oakcrest Avenue. <br />A setback variance for this parking lot was granted in 1990. <br /> <br />b) The plans show painted islands in the parking lot. These need to have concrete <br />curb and gutter around them with landscaping inside. <br /> <br />c) Care must be taken in landscape planting to ensure that these plantings are not <br />placed on top of existing or proposed utilities. <br /> <br />d) There is an existing utility easement which serves the storm sewer line in the <br />existing parking lot. It is proposed that a portion of that storm sewer line be <br />abandoned. The part of the easement no longer used must be released. Final <br />drainage plans should be reviewed by the engineering staff at the time of building <br />permit application. <br /> <br />e) The standard erosion controls need to be in place before grading is started. <br /> <br />f) The sanitary sewer service has a proposed "sand/grease" interceptor man hole <br />located near the northeast corner of the proposed new building. This must be <br />cleaned regularly to keep silt trom the City's sewer system. <br /> <br />g) A new drive way opening is proposed for Oakcrest Avenue. The existing opening <br />must be removed per Roseville standards. <br /> <br />18. The Planning Commission, at the August 9, 1995 meeting, recommend approval of <br />the Western Auto request for concept approval of a commercial PUD consisting of <br />approximately a 12,000 sq. ft. retail auto parts facility and rezoning from Bl and B2 <br />to a PUD on 2.88 acres located in the northwest quadrant of Snelling and Oakcrest <br />Avenue, provided: the building materials meet the design standards; the parking <br />spaces are removed adjacent to the south property line; the 15 foot parking setback <br />is restored; the lighting on the building is corrected to reduce glare; the landscape <br />materials are upgraded as per the staff report; the engineering recommendations <br />are incorporated into the final site plan; and the activities within the project area as <br />proposed by Western Auto conform to the description of permitted uses within the <br />PUD. (Any deviation from PUD permitted uses would require an amendment to the <br />PUD permit). <br /> <br />19. Modified site plans and landscape plans responding to the Planning Commission's concerns <br />about parking setbacks and additional landscape screening have been received and are <br />included with this packet. <br /> <br />4 <br />
