<br />Staff Recommendation: <br /> <br />1. The development of this 2.88 acre parcel ofland for commercial/retail purposes is <br />consistent with the City's Comprehensive Land Use Guide Plan and with the underlying <br />zoning for this area. In general, the site plan and building configuration works well on the <br />site. The building materials, as presented in the application package, are not consistent <br />with the City's design standards requirements. However, the applicants have amended <br />the application and have indicated they will be using face brick for this facility. In <br />addition, the City will require concrete curb and gutter around the entire perimeter of the <br />parking areas as well as for the landscape islands in the parking lots themselves. Staff has <br />also indicated the need to strengthen the landscape plan by providing additional perimeter <br />plantings, strong screening for the overhead service bay doors, and parking lot island <br />planting within the existing parking lot. <br /> <br />Based on compliance with the above issues, staff recommends approval of West em Auto <br />Supply Company's request for concept plan approval of a commercial planned unit <br />development consisting of an approximate 12,000 square foot retail auto parts facility and <br />rezoning from B-1 and B-2 to P. U. D. for that 2.88 acre parcel ofland located in the <br />northwest quadrant of Snelling Avenue and Oakcrest Avenue. The applicants have <br />indicated that at some point in the future they would like to pursue additional retail <br />activities on this site. If this planned unit development is approved, a public hearing for <br />any amendment to the planned unit development will be necessary. With the approval of <br />this P. U. D., no other development can be placed on this property without this zoning <br />amendment. <br /> <br />Council Action Requested: <br /> <br />1. Motion to approve Western Auto's request for concept approval of a commercial PUD <br />consisting of approximately a 12,000 sq. ft. retail auto parts facility and rezoning from B 1 <br />and B2 to a PUD on 2.88 acres located in the northwest quadrant of Snelling and <br />Oakcrest Avenue, provided: the building materials meet the design standards; the parking <br />spaces are removed adjacent to the south property line; the 15 foot parking setback is <br />restored; the lighting on the building is corrected to reduce glare; the landscape materials <br />are upgraded as per the staff report; the engineyring recommendations are incorporated <br />into the final site plan; and the activities within the project area as proposed by Western <br />Auto conform to the description of permitted uses within the PUD. (Any deviation from <br />PUD permitted uses would require an amendment to the PUD permit). <br /> <br />Assuming concept approval, the staff will begin preparations of the final PUD agreement <br />in which all of the conditions and specifications will be listed. <br /> <br />Staff Report by: Michael Falk <br /> <br />5 <br />
