<br />consistent with the Comprehensive Plan; the traffic impact is moderate; impacts on parks, <br />streets, and public facilities is minimal; the site plan is compatible; there is minimal impacts <br />on market values; general health, safety, and welfare is not impacted. <br /> <br />2. The gourmet coffee market seems to be growing rapidly in the metropolitan area along <br />with the time people spend in their cars. The applicants are convinced that a service such <br />as this will be well received by the public while not interfering with the retail shopper <br />coming to the Target parking lot. The traffic consultant's reports indicate that most of <br />the anticipated 300 trips per day would be between 7:00 a.m. and 2:00 p.m. and would <br />average approximately 40 vehicles per hour. They have indicated that they would <br />anticipate that there would seldom be more than three to four vehicles queued up waiting <br />to access the drive-through at any given time. With the exception of the holiday shopping <br />season, a portion of the parking area in which it is proposed to locate the coffee kiosk is <br />seldom used during weekdays, especially in the mornings. <br /> <br />3. Based on the fact that the Target store will still have more parking than required by City <br />code and the fact that it appears that the Outpost Java coffee kiosk is proposed to be <br />situated in an area and in a configuration in the parking lot to minimize disruption to <br />Target traffic circulation, staff recommends approval of Kenneth Clausen's request for a <br />conditional use permit for a gourmet coffee kiosk at 1515 W. County Road B subject to <br />the drive isle configuration suggested in the traffic consultant's drawing No.2 and <br />approval of the Outpost Java food service plan by the Ramsey County Department of <br />Public Health. <br /> <br />Suggested Council Action: <br /> <br />1. Motion to approve Kenneth Clausen's request for a conditional use permit for a gourmet <br />coffee kiosk at 1515 W. County Road B subject to: <br /> <br />a. The drive isle configuration suggested in the traffic consultant's drawing NO.2. <br />b. Approval of the Outpost Java food service plan by the Ramsey County Department <br />of Public Health. <br />c.
