May 2, 1996

TO: Michael Falk, City Planner and the Planning Commission

I am writing this letter in regards to the proposed
Phillip's 66 gas/convenient store on Lexington and Roselawn.
I own the business at 1681 Lexington Avenue which
is a FINA gas/convenient store.

My understanding is that the Planning Commission has been
told by the people that are going to build the proposed
Phillip's 66 store that my tanks are old and have to be
replaced in 1998. That is untrue! My tanks are fiber glass
tanks and are up to date. They never have to be replaced.
My station is in full compliance; all it needs is leak
detectors by 1998; which is a minimal cost.

I will not begin to name all the gas stations in Roseville.
But in the three mile radius between Lexington and
Larpenteur, I know there are at least 15 gas stations. The
last thing Roseville needs is another gas station in this
area! I would think there has to be a better use for that
loction other than another gas station.

ji:l~

Leon Theis
FINA
1681 N.
