<br />will be no automobile repair facility on the site. The proposed building was designed to accommodate <br />future expansion of approximately 1550 square feet to expand the station store to add a compatible <br />retail tenant space. This space could potentially be a restaurant also. The building will be slab on <br />grade masonry construction with brick and rock face block exterior and an asphalt shingle hip roof. A <br />retention pond would be constructed in the eastern portion of the site to handle storm water runoff. A 6 <br />foot cedar screen fence is proposed along the east and south sides of the property to screen the property <br />from the adjacent residential uses. <br /> <br />Access to the site was to be via accesses on Lexington Avenue and two on Roselawn Avenue. The site <br />plan indicated that 32 parking spaces will be provided in addition to the spaces at the pump island. The <br />code requires 4 spaces plus one space per 150 square feet of floor space devoted to retail sales. In this <br />case, this would require 34 spaces with an additional 8-16 being required for the future expansion, <br />depending on what the use of that space would be. The parking along the north edge of the site, <br />adjacent to Roselawn Avenue, has a 10 foot setback. City Code requires a 15 foot setback. A 5 foot <br />variance would have been required as the site was originally designed. All other setbacks are met. <br /> <br />The site plan shows a location of a pylon sign which appears to meet City setback requirements. The <br />design and size of this sign, as well as any wall signage, will be reviewed at the time a sign permit <br />application is reviewed to insure that it meets City sign ordinance requirements. <br /> <br />The landscape plan emphasizes perimeter landscaping. Fifteen (15) Black Hills Spruce are included <br />along the east property line. Seven (7) maple trees, together with 35 juniper are shown along the south <br />property line. Additional low shrubs are shown along Lexington Avenue and around the pylon sign in <br />the northwest comer of the site, adjacent to the pylon sign. <br /> <br />Since the March 13, 1996 Planning Commission meeting, the applicants have been revising their <br />site and building plans in an effort to address concerns raised at that meeting and address issues <br />related to the requested Comprehensive Plan amendment. The plan revisions include: <br /> <br />1. To address the requested amendment to the City's Comprehensive Plan for the .40 acres <br />currently designated for low density residential use, the site plan has been revised to <br />provide a 75 foot wide by 230 foot long green spacelbuffer area along the eastern property <br />line. The applicant, Mr. Kath, has indicated a willingness to place deed restrictions on the <br />property that would preserve this area as a landscape buffer zone with no building, <br />paving, or other uses allowed. It is the applicant's position that this configuration would <br />provide a better buffer or transition between business uses and the residential neighbors <br />to the east. <br /> <br />2. One of the two Roselawn driveway accesses has been eliminated. <br /> <br />3. The landscaped green space, along the south property line, has been increased to 15 feet <br />in width. <br /> <br />4. Perimeter landscaping has been revised, including intensified plantings of Black Hills <br />Spruce along the south property line adjacent to the neighboring apartment building. <br /> <br />5. The potential restaurant or future retail expansion area has been deleted from the plan. <br /> <br />2 <br />
