The total building has been reduced in size from 6500 square feet to 4800 square feet and <br />reoriented on the site to accommodate the 75 foot green space/buffer area to the east. <br /> <br />7. The car wash has been reoriented so that the exit doors face to the northwest, toward the <br />street intersection, rather than directly north. <br /> <br />8. Total site landscaping and green space has been increased. <br /> <br />9. The retail floor area has been decreased from approximately 4,000 square feet to <br />approximately 2,800 square feet. <br /> <br />The plans were reviewed based on the City's design standards and the following was determined: <br /> <br />1. Exterior materials meet the design standards. <br />2. The 5% interior landscaping would not be met. However, because of the nature of the required <br />site design for a gas station, this standard would not apply. <br />3. No detail has been provided concerning whether or not there will be rooftop and/or on-site <br />mechanical equipment. (If used, it must be screened.) <br />4. Fence and landscape screening is provided adjacent to abutting residential properties. The <br />exact design of the 6 foot high screen fence is not shown. <br />5. Loading and service areas are adequately screened. <br />6. Trash is proposed to be handled inside the building adjacent to the car wash. The building <br />materials are the same brick and rock-faced block. <br />7. A lighting plan has not been submitted; no details are available on light size or impact. City <br />design standards require that site lighting be accomplished with downcast fixtures that conceal <br />the source of light. <br />8. The landscaping plan has been revised to intensify the plantings along the south and east <br />property lines with residential properties. The parking along Roselawn, however, is not <br />adequately screened. Staff suggests that a screen wall and landscaping be constructed to address <br />this concern. <br /> <br />Section 1005.09 details specific standards for automobile service stations. The following comments <br />reference the 9 standards included in this section. <br /> <br />1. The site plan indicates that the entire surface, other than that taken up by the structure, the <br />ponding area, and landscape area, will be surfaced with concrete or asphalt with concrete curb <br />and gutter surrounding and defining the parking lot. <br />2. The drainage system has been reviewed by the Engineering Department and a number of <br />questions need to be answered. These questions can be resolved through the building permit <br />process. <br />3. All parking and service areas are defined by curb and gutter and are at least 5 feet from all <br />property lines. <br />4. The pump islands are well in excess of25 feet from a property line. <br />5. The driveways proposed on the site plan exceed the 50 foot setback from a street intersection. <br />(County permits will be necessary). <br />6. The sign package is subject to the sign code and the zoning code and reviewed as part of a <br />separate sign permit application. The staff suggests monument signs as more consistent with <br />the neighborhood. <br /> <br />3 <br />
