<br />Planning Commission Minutes <br />May 8, 1996 <br /> <br />Leon Tice, 1689 Lexington Avenue, asked if a gas station could be built without the <br />additional parcel at the northeast comer of the project. The answer was yes. <br /> <br />Paul Narum, 1056 Roselawn, asked if beer would be sold on the site. (The answer was <br />no.) Would lottery tickets be sold on the site. (The answer was not available.) <br /> <br />Glen Van Warmer reviewed the history of traffic on the two streets, noting that in 1990 <br />the traffic was 15,900; in the year 1995 his estimate was 15,000; in 1996, 14,900; and in <br />the year 2010, 16,000. Traffic along Roselawn remains fairly stable at 2600 vehicles. <br /> <br />Susan McGregor, 1123 Autumn, stated there would be more impacts than on abutting <br />property owners. From her property, she will be able to see headlights. No screening <br />would help this. She explained that the residential neighbors have an investment in their <br />homes which is as important as the project. The comprehensible Plan assures small <br />businesses on the comer, but this is a bigger project. The big project will effect property <br />values in an area that wants stabilized residential values. Ms. McGregor provided a <br />summary of a survey of 284 residential properties noting that 246 were opposed. She <br />noted that this project was a huge project, did not fit the residential neighborhood, and <br />should be small businesses and that it was not compatible with the neighborhood. <br /> <br />Ann Hanson, 1175 Autumn, expressed concern about traffic along the Lexington Avenue <br />corridor and noted that there are convenience stores already in the area. <br /> <br />Christine Thompson, 1115 Autumn, asked for details regarding tanker delivery for 3 <br />15,000 gallon tanks. She asked if diesel would be available on this site. (The answer was <br />No.) She asked if there would be a stationary dryer at the end of the car wash which <br />would provide more noise. And she asked for details regarding the use of sanitary sewer <br />for waste products from the car wash. Ms. Thompson asked for further details regarding <br />the canopy size, the irrigation on the site, the vent pipe locations, and tank locations, and <br />the number and type of trees on the site. She also asked for details regarding whether a <br />pylon sign would be placed on the site. (No.) And whether vacuums would be placed on <br />the site. (Yes near Lexington Avenue.) New vacuums would be one-third as noisy as the <br />canister vacuums. She asked for details for the dust below the car wash. Mike Falk <br />responded that the dust below the car wash itself will be with the State standards, but the <br />noise from a canister vacuum would be above the State standards. Ms. Thompson asked <br />for details regarding the location of the drive-up phone. (At the front of the site along <br />Lexington Avenue.) She also asked if there would be air stands. (No outside air <br />compressors, but there will be an air hose at the front of the building.) She asked for <br />details regarding the number of seats in the restaurant. (Six seats, primarily for seniors.) <br />She asked for details for parking on the site. (59 parking spaces including the pumps.) <br />How many tanker trips will be done each day (I every 2 days after 9 a.m. but before 3 <br />p.m.). When will the car wash dryer be utilized and what type of dryer will it be (the <br />dryer will be a stationary dryer and one bay will be shut down after 9 p.m.). <br /> <br />Marie Putnam, 1134 Autumn, expressed concerns about placing flowering crabs in this <br />area because they are not salt tolerant. She asked that the spruces be reviewed by the City <br />Forester. She also asked for details regarding the outside pay versus inside pay for the <br />
