February 21, 1996

City of Roseville
Civic Drive
Roseville, MN 55113

t__
~.

.._.. .j '_I
-----1<..:../ i
--~..------------ :
----- -.J

Today, I received a notice from Kath Fuel & Oil that they are
proposing to build a gas station/convenience store on the
southeast corner of Lexington & Roselawn Avenues.

I want to say that I am opposed to such a building on that
corner. My reasons are:

First, the entire metropolitan area is already over built
commercially. We already have brand new empty commercial
buildings in Roseville and empty spaces in the Roseville
m<.d 1 5 c.~nd don't. need morg..~y spiOl,ce.

/

~.

Spcond, tt",et-'e rE'ce1':',t.1 y wC:'\S', c\ cCH"I\/eni erlCE? st.or-e or', t.I-H2
southwest corner of that intersection and it failed. We
already have a large (30 pump) gas stat.ion/convenience store
just a half mile north of there on County Road 8 and
Lexingt.on. In addit.ion, we have a gas station and three
strip malls just a half mile south of there on Larpenteur
and Lexingt.on (all with empty spaces).

Third, there recently was a gas station on the nqrthwest
corner of the int.ersection and it failed. One of t.he gas
stations on the corner of Hamline and County Road B recently
failed. The gas station on the southeast corner of County
Road 8 and Lexington has been struggling and has recently
changed ownership. Ace's 66 gas station that is there now
is struggling to survive with much higher gasoline prices
than the other gas stations in the area. The service area
is carrying the station. If the station was only sellino
gasoline, it would have been gone a long time ago.

Fourth, the city is already adding more traffic to the area
by the changing of the property on the northside of Rosel awn
Avenue, just crossed the street, to the planned multiple
dwellings.

Fifth, every time some developer decides to build a
commercial building on speculation and finds ~e can't make a
profit, he cries to city hall that his taxes are too high.
Immediately some soft headed bureaucrat lowers the taxes on
the commercial property and raises it on the residential
property. The home owner pays more property taxes and has
less to spend in the overly abundant. stores, so more stores
lose money and we go around again. Everyone would be better
off if we put up low to medium cost apartments instead and
attracted more people to the area to spend money in the
st.ores.;.
