<br />Project Description: <br /> <br />This project will involve the demolition and removal of the two existing older <br />commercial structures from the site and construction of a new gas station/store with car <br />wash. The new store will be approximately 6,500 sq. ft. in size, of which <br />approximately 2,000 sq. ft. is for the car wash. The new store will not contain any <br />automotive repair facility. The building is designed to accommodate future expansion <br />to the south of an additional 1,550 sq. ft. to expand the station/store or to add a <br />compatible retail tenant space. The site is designed with 53 parking stalls; 36 are <br />required by code. A retention pond is designed in the eastern portion of the site to <br />handle stormwater runoff. Access to the site will be via two driveway accesses on <br />Lexington Avenue and two on Roselawn Avenue. The facility will be owned by Kath <br />Brothers, or an affiliate, with the fuel sales operated by Kath Brothers under an <br />operating franchise agreement with a national fuel supplier. <br /> <br />Desi~n and Materials: <br /> <br />The new building will be of slab-on-grade masonry construction with rock-faced block <br />and brick exterior and an asphalt-shingle hip roof. The building design features a large <br />glazed entryway fronting on Lexington Avenue with a standing seam metal roof <br />element. A pylon sign is proposed in the northwest area of the site, with additional <br />signage on the building. Detailed sign plans will be presented at a later date in <br />connection with a sign permit application. <br /> <br />The landscape plan emphasizes perimeter landscaping with a screen fence along the east <br />and south property lines which are adjacent to residential districts. Fifteen (15) Black <br />Hills spruce are included along the east property line and seven (7) over-story maple <br />trees, together with thirty-five (35) junipers, along the south property line. <br /> <br />Plattin~/Subdivision: <br /> <br />Four (4) existing unplatted legal parcels are proposed to be replatted into one new <br />parcel identified as "Lot 1, Block 1, Kath Companies Addition". In connection with <br />the platting, the applicant is proposing to dedicate 16.5 feet of additional right-of-way <br />on the east side of Lexington Avenue, consistent with the desired 99-foot right-of-way <br />corridor for Lexington A venue. The site plan has been prepared assuming this <br />additional right-of-way dedication. <br /> <br />Conclusion: <br /> <br />We believe the site plan complies with all building and parking setback requirements <br />and the design standards for automobile service stations contained in Section 8.360 of <br />the Zoning Code. This project presents the opportunity to upgrade and modernize a <br />long-standing use currently operating in an obsolete facility, to create substantial <br />additional real estate tax base on the property, and to provide upgraded and expanded <br />services to the neighborhood and broader Roseville community. <br />
