<br />Mr. Keith Wietecki <br />Page Three <br />March 8, 1996 <br /> <br />Putting aside, for the moment the far larger issues of the Twin Lakes development itself, we <br />believe that the staff report should provide the appropriate level of detail concerning the hard <br />surface coverage, parking spaces, setback lines for the parking and the building, and sight level <br />studies and perspectives along Cleveland Avenue. Variances should be identified on the plans <br />as well as in the staff reports. In addition, we believe that the design standards utilized for the <br />existing warehouses styled buildings which are being primarily leased as office buildings should <br />be upgraded to brick particular1y given the magnitude of the subsidy involved for this site alone. <br /> <br />While we object to the large warehouse styled building being proposed at the eastern gateway to <br />Twin Lakes and at the south entrance to Centre Pointe, we believe that the materials and quality <br />level are substandard and a detriment to Centre Pointe. Even the office warehouse buildings <br />constructed some 20+ years ago north of C-2 and setback substantially to the east of Cleveland <br />utilize brick for a significant portion of their exteriors. In addition, we are unaware of the <br />proposed plans for the redevelopment of the site to the north and the City's commitment to <br />protect our substantial investment in Centre Pointe. The proposed building location on the <br />Midwest site leaves the entire loading dock area exposed to southbound traffic on Cleveland. <br /> <br />As the City has committed substantial funds for this 105,000 square foot building alone, and the <br />staff has gone on record indicating that most of the remaining Twin Lakes development will <br />involve properties which will have a much higher redevelopment cost than properties to date, <br />these properties should incorporate the highest possible planning and design standards and <br />materials selection in order to maximize the long term aesthetics and property values for the City <br />and the adjacent property owners. <br /> <br />Reauest <br />Given the magnitude of the issues and unanswered questions concerning the proposed Twin <br />Lakes development and the matters associated with the development of the Midwest Motor <br />Express site, we respectfully request that no further plans for redevelopment be approved for <br />Twin Lakes by the Planning Commission or City Council, until such time as a final and detailed <br />site development plan has been submitted for public scrutiny, the total impact of which is <br />carefully outlined by the City staff and independent experts concerning all of the physical. land <br />use, environmental and financial feasibility issues, timing and funding sources which may affect <br />area property owners, Roseville citizens and taxpayers may comment on it, and final regulatory <br />approvals have been obtained from each regulatory body having jurisdiction over the proposed <br />development. <br /> <br />Thank you for your consideration. <br /> <br />On behalf of Centre Pointe Business Park <br /> <br />By: Wrbfidge Property Company <br /> <br /> <br />c5d t 1t~ <br /> <br />David R.
