<br />r <br /> <br /> <br />northwest associated consultants, Inc <br /> <br />MEMORANDUM <br /> <br />TO: Robert Gisvold <br /> <br />FROM: Lisa Ring/David Licht <br />DATE: 22 June 1988 <br /> <br />RE: Roseville - Twin Lakes Comprehensive plan Amendment <br /> <br />FILE NO: 168.01 <br /> <br />Executive summary <br /> <br />Our office has conducted an evaluation of the proposed Roseville <br />Twin Lakes Area Redevelopment plan comprehensive plan Amendment. <br />In brief, our findings are: <br /> <br />o Due to limited vacancy situations, property maintenance and <br />improvement needs, and traffic concerns, there is a need <br />for the City to address the enhancement of the Twin Lakes <br />area of the community. <br /> <br />o The present proposed plan does not properly recognize <br />existing property owners and business operators which were <br />initially welcomed to the City nor does it take into account <br />the resulting contributions which are made by these uses. <br /> <br />o The plan not only affects a large number of businesses which <br />depend upon a close physical relationship but also a <br />substantial number of employees which depend upon these <br />operations for their livelihood. <br /> <br />o Displacement of the existing trucking terminals is a costly <br />operational consideration which can not be readily absorbed <br />or regained. <br /> <br />o The plan is highly dependent upon new retail development <br />which according to the City's other studies is a very poor <br />market. <br /> <br />A new County Road C interchange facility is questionable <br />according to MnDOT, DNR, and Metro Council sources. <br /> <br />1 <br /> <br />R-0002&71 <br /> <br />\Yd.. ste. 410. minneapolis. mn 55416; <br /> <br />(612) 925-9420 <br /> <br />~ <br />
