<br />Development Summary: <br /> <br />The proposed building is approximately 30,300 square feet in size. It contains a sanctuary design <br />to seat 400 people, a fellowship hall/gymnasium, classrooms and education spaces, as well as <br />office areas. The exterior building materials are proposed to be primarily brick with some <br />concrete block accents. The surface of the spire is proposed to be standing seam metal. The roof <br />is to be of asphalt shingles. The parking indicated on the site plan is for 183 cars. This equates <br />to 1 parking space for every 2.2 seats in the sanctuary. The City Code requires a minimum of one <br />space per 3-1/2 seats based on the design capacity of the main assembly hall. Space has been <br />provided for planter islands within the parking lot to satisfy the 5% landscaping requirement of <br />the City Code. Surface water runoff will be directed to the west end of the property where <br />retention ponds are proposed to be created. <br /> <br />In preparing for the Planning Commission meeting, staff reviewed the landscape plan and found <br />it to be a good start but had some areas of concern to be addressed. These areas include: <br /> <br />Provision of an adequate landscape interface between the proposed church parking lot <br />and the residential neighbors to the north. <br />Provision of additional landscape area between church building and the west property <br />line. <br />Revised landscaping in the 30 foot visibility triangle at Hamline and C-2. <br />Provision of landscaping in the planter islands in the parking lot. <br />Provision of proper spacing for boulevard planting, <br /> <br />The applicant has worked with staff to revise the landscape plan to address these concerns. <br /> <br />En&ineerinl Considerations: <br /> <br />The Engineering Department has reviewed the above mentioned project. The following is a list <br />of concerns: <br /> <br />1. This project has three sides that could have sidewalk constructed on them. They are <br />Hamline, Centennial, and County Road C-2. At this point, staff would recommend a cash <br />contribution into the City sidewalk fund. <br /> <br />2. A street assessment for County Road C-2 in the amount of$17,536.95 will be payable if <br />the plat is approved. The owner has the option of requesting the City Council consider <br />assessing this amount over 15 years. This assessment is due to the change from R-l to <br />Tax Exempt R-l. <br /> <br />3. There is an existing five foot sidewalk easement running through the site from County <br />Road C-2 to Centennial Drive. The plans show a Trash Enclosure located within the <br />easement. No buildings or structures can be located within any easement. To remove the <br />existing easements they have to be vacated, not just replatted over. There are also <br />existing drainage and utility easements on the site. A hearing for the vacation of these <br />easements was scheduled and held at the City Council meeting on August 26, 1996. <br /> <br />4. Any existing curb and gutter that is removed or any new curb and gutter placed must be <br />done as per City of Roseville/Ramsey County standards. <br /> <br />5. A permit to work within the Hamline Avenue right-of-way from Ramsey County is <br />required. <br /> <br />2 <br />
