Detailed plans are needed for the pond area which also shows which trees are proposed to
be removed.

Variance to HeiKht Standards

ReQ.Uired
30 foot maximum

Proposed
46.5 feet

Variance
16.5 feet

A 16-112 height variance is being requested for the height of the new sanctuary which is being
proposed to be 46 feet, 6 inches above the main floor level grade. The City Code allows 30 feet
in height. The church has indicated that the height is required to achieve the correct acoustics
within the new sanctuary. Ceiling height balances the size of the sanctuary space with overhead
space large enough to allow sound to be reflected down to all areas of the sanctuary. The design
also creates space to store acoustical equipment, lighting, and HV AC equipment. Height
variances for acoustical reasons were granted to Roseville Lutheran Church and Calvary Baptist
Church. Therefore, City staff has concluded that practical difficulties are present on the site
which could justify the granting of a variance.

Preliminary and Final Plat

The property currently consists of four separate lots, each with drainage and utility easements
around the property lines. In addition, there is a five foot public walkway easement extending
between County Road C-2 and Centennial Drive. The new plat would combine these four lots
into one lot, eliminate the unneeded drainage, utility and walkway easements and provide new
utility and drainage easements on the property lines of the newly created lots consistent with City
subdivision requirements.

Plannine Commission Recommendations:

The Planning Commission, at the June 12, 1996 meeting, on a 5-1 vote, recommended that
the City Council approve a resolution finding that a conditional use permit and a
Comprehensive Plan Amendment are not necessary at 2865 Hamline Avenue North.

The Planning Commission also, at the June 12, 1996 meeting, unanimously recommended
approval of a resolution approving Roseville Covenant Church's request for preliminary
and final plat approval and a 16-112 foot height variance with the following conditions at
2865 Hamline Avenue North:

a. This project has three sides that could have sidewalk constructed on them. They are
Hamline, Centennial, and County Road C-2. At this point, staff would recommend
a cash contribution of $13,350 (as per attached) into the City sidewalk fund.

b. A street assessment for County Road C-2 in the amount of $17,536.95 will be
payable if the plat is approved. The owner has the option of requesting the City
Council consider assessing this amount over 15 years. This assessment is due to
change from R-l to Tax Exempt R-l.

c. Prior to other uses of the existing five foot walkway easement running from County
Road C-2 to Centennial Drive, the existing easements must be vacated. There are
also existing drainage and utility easements on the site. A hearing for the vacation

3
