<br />Planning Commission Recommendation: <br /> <br />1. The Planning Commission, at the July 10, 1996 meeting, unanimously recommended <br />adoption of a resolution by the City Council to amend the City's Comprehensive <br />Plan to incorporate screening and buffers along the common east-west property <br />lines of parcels and platted lots within an area bounded by County Road C, <br />Hamline Avenue, Rose Place, and Snelling Avenue; and to adopt the plan as a <br />standard set of screening and buffer measures and implementation strategies for <br />other projects throughout the city; and to submit the plan for review to the <br />Metropolitan Council; and further, to have the plan emphasize evergreen and <br />conifers use, density of screening, implementation incentives for both industry and <br />residents. <br /> <br />Staff Recommendation: <br /> <br />In order to amend the City's Comprehensive Land Use Guide Plan, the City Council must adopt <br />a resolution revising the text of the existing adopted plan. The amendment must be forwarded to <br />the Metropolitan Council for review and comment. <br /> <br />The staff recommends that the City Council approve the Comprehensive Plan text amendment <br />with prototypes and the specific site amendment for the County Road "C" - Rose Place study <br />area. <br /> <br />Neighborhood Review and Support: <br /> <br />Attached is a letter and signatures from adjoining residential property owners supporting the <br />proposed amendment. <br /> <br />Suggested Council Action: <br /> <br />Motion to approve a resolution to amend the City's Comprehensive Land Use Guide Plan to: <br /> <br />1) adopt the plan as a standard set of screening and buffer measures and implementation <br />strategies for projects throughout the city; <br />2) incorporate prototype screening and buffers along the Common East-West property line <br />of parcels and platted lots within an area bounded by County Road C, Hamline Avenue, <br />Rose Place and Snelling Avenue; and <br />3) submit the plan for review to the Metropolitan Council. <br /> <br />16 <br />
