In <br />1989, Midway Marine acquired a parcel immediately north of their facility. The parcel is <br />approximately 10,000 square feet m size and was purchased for possible expansion. It is in this <br />area that Midway Marine would like to store and display portable garage units for sale. The <br />property is zoned B-3 General Business and is designated for business purposes in the City's <br />Comprehensive Land Use Guide Plan. Section 1005.05-CI6 includes outdoor areas where <br />merchandise, machinery, or equipment may be displayed or stored as uses allowed by <br />conditional use permit in a B-3 zoning district. <br /> <br />Development Review: <br /> <br />Midway Marine is currently storing and displaying portable garage units on their property <br />located at 1945 Rice Street. This was brought to the City's attention earlier this year when a <br />residential neighbor to the west called asking about the permissibility of this use. City staff <br />contacted Mr. Willey and indicated that a conditional use permit for this use is required by the <br />Roseville Zoning Ordinance. Midway Marine is a inboard/outboard boat repair specialty shop <br />and has indicated that, as a part of the marine industry, he is often asked about boat storage and <br />thought that the portable garage units might fill that need. The units are quonset shaped metal <br />framed nylon tents that come in various sizes. Currently, Midway Marine has two sizes on <br />display on their property. <br /> <br />Section 10B.OlD of the Roseville Zoning Ordinance states that when reviewing an application <br />for a conditional use pennit, the Planning Commission and City Council shall consider the <br />following criteria: <br /> <br />1. <br />2. <br />3. <br />4. <br />5. <br />6. <br /> <br />Impact on traffic. <br />Impact on parks, streets, and other public facilities. <br />Compatibility with the site plan, internal traffic circulation, landscaping, and structures <br />with contiguous properties. <br />Impact of the use on the market value of contiguous properties. <br />Impact on the general public health, safety, and welfare. <br />Compatibility with the City's Comprehensive Plan. <br /> <br />The code goes on to say that the City Council may attach reasonable conditions to the <br />conditional use permit and that the addition of such conditions shall constitute a finding that the <br />conditions are necessary and reasonable. <br /> <br />1 <br />
