No modifications are planned to the exterior of the <br />building with the exception of some signage for the coffee shop. <br /> <br />During the conversations to date, representatives from the library and Dunn <br />Brothers Coffee have indicated that they negotiating a five year lease with two 5- <br />year renewal options. The 1500 square feet ofleased space would be subject to <br />property tax. Bruce Thompson, from the library, indicated that he would let us <br />know what that impact would be as soon as they have calculated it. <br /> <br />In terms of processing an application for this proposed coffee shop use in the <br />library, staff has pointed out that, in the R-l Single Family zoning district, this <br />retail use is not considered either a permitted use or conditional use. The two <br />application options available to the library include either an application for an <br />interim use or an application for a planned unit development. Given the fact that <br />they are exploring a lease that could last up to 15 years, the library is pursuing an <br />application for a planned unit development and have indicated to us that they <br />would like to present application materials by the July 15, 1996 deadline for the <br />August 14, 1996 Planning Commission meeting. The PUD approach would <br />provide the opportunity for the City to consider a mixed use development on this <br />site. Given the relationship to the surrounding single family neighbors, staff has <br />strongly urged the library and Dunn Brothers Coffee to organize a neighborhood <br />meeting to discuss this proposal prior to any public hearing. In addition, the <br />library has asked to be placed on the Council Work Session agenda to discuss this <br />idea informally with the City Council, prior to completing a formal public hearing <br />application. <br />
