J <br /> <br />The Ramsey County Board ofCommitsioners has requeded County DepartmentJt to consider new <br />and innovative ways to create or increase revenues from sources other than taxes. The Ramsey <br />County Library Board has encouraged new ideas provided they do not affect the "core" services <br />of the Library. Our recent telephone survey of 625 adults indicated a wilJingness to pursue <br />for-profit opportunities. With these directives in mind, the library has been exploring the <br />feasibility of leasing a small portion of existing space in various libraries to a commercial or <br />profit-maiking enterprise. ' <br /> <br />The Library is proposing to lease 1500 square feet of space at the Rosevil1e Branch Library to <br />Dunn Brothers Coffee for the purpose of providing coffee and coffee related beverages/food to <br />library patrons and the general public. <br /> <br />Background. <br />The RoseviUe Branch Library is owned and operated by the Ramsey County Library Board of <br />Trustees, as appointed by the Ramsey County Board of Commissioners. The existing building is <br />approximately 43,000 square feet and is currently used exclusively tor providing library services <br />to the residents of Ramsey County. <br /> <br />The existing RoseViUe Library was built in 1993. The structure is brick with anodized aluminum <br />facia. and trim. It is the largest (43,000 Sq. Ft) of the seven suburban Ramsey County Libraries. <br />The Roseville Branch Library accounts for almost 50010 of the library systems' total circulation and <br />currently is staffed by 55 part-time and full-time county employees. According to the <br />Metropolitan Library Service Area (MELSA), the Roseville Library is the third busiest <br />(circulation) library in the State of Minnesota <br /> <br />Cbangesto Use of Bunding. <br />The Coffee Shop will not alter or change the current use of the building, in fact, we believe it will <br />add to and enhance the atmosphere in the library, as well as provide a valuable service to the local <br />community. <br /> <br />The coffee shop would be located on the south side of the existing library. This space is cumntly <br />utilized by the library for book cart storage~ overflow checkout, and request books. These <br />functions would be relocated to other areas of the building and the check out lanes would be <br />redesigned to make better use of existing space in the circulation area. The library and the coffee <br />shop would share common space such as entry vestibule. delivery area, restrootns~ trash <br />receptaCles, and parking. The existing HV AC equipment., water service, and electrical service will <br />be used. <br /> <br />While specific hours of operation have not been agreed to in writing~ it is anticipated the Coffee <br />Shop would operate between the hours of 6:30 AM and 8:00 PM, Monday through Saturday, and <br />some limited hours on Sunday. The coffee shop would be separated ftom the main library via <br />glass partition. In addition, drive-up service would be available via the existing drive-up window. <br />
