two or more contiguous parcels combines the parcels into one parcel. Currently,
this can be done by filing a form with Ramsey County combining the two
separate parcellD numbers into one. City staff approval will be required in these
types of consolidations. Corrective subdivisions are where a surveyor
description of a parcel is found to be inadequate to describe the actual
boundaries. This type of subdivision creates no new lots but corrects the
existing legal descriptions. The final new minor subdivision allowed would be a
subdivision that creates a total of three or less new parcels which meet or
exceed the size requirements of the zoning code. Review of these types of
subdivisions will be by the City Council and will not require Planning Commission
review unless variances are required.

2. Recording requirements are added to require that the applicant file the minor
subdivision with the Ramsey County Recorder within 60 days of approval or the
subdivision will not take place.

3. Written notice to property owners within 350 feet shall be required for three
parcel minor subdivisions rather than the 250 feet that is now required in the
subdivision ordinance.

4. Common wall duplex subdivision request shall be filed with the Community
Development Director instead of the Public Works Director.

Staff Recommendation:

City staff recommends approval of the attached ordinance amending City Code Section
1104.4 regarding subdivisions wherein a plat is not required.

Suggested Actions:

1. Motion to recommend approval of the attached ordinance amending Roseville
City Code Section 1104.4 regarding subdivisions wherein a plat is not required.

Staff Report by: Rick Jopke, Assistant Community Development Director, 490-2241.

2
