<br />Air Emission Pennit No. 12300387-9 <br />Page 9 of22 <br /> <br />· Record keeping and Reporting Requirements for the Pollution Control Equipment <br /> <br />In accordance with Subpart 6.3 of this permit, the Permittee shall submit reports for all <br />pollution control equipment parameters, which require monitoring by this permit, utilizing <br />the form contained in Part 11 of this permit (Deviation Reporting Form for Pollution Control <br />Equipment). <br /> <br />Wet Scrubber. For each wet scrubber the Permittee shall observe and record once every <br />calendar day during operation the pressure drop across each absorber and demister and, the <br />liquid flow rate in gallons per minute. <br /> <br />6.2 Performance Test Requirements <br /> <br />Performance tests shall be conducted according to the schedules in Part 4 of this permit and shall <br />follow the requirements of Minn. R. 7017.2001 to 7017.2060 (performance Testing, and any <br />other requirement of this permit. . <br /> <br />· Notification and Submittal Requirements. The Permittee shall notify the Supervisor of the <br />Compliance Determination Unit (Air Quality) in writing of the date of each performance test. <br />Such notification shall be postmarked or received at least 30 days before the test date. <br /> <br />The Permittee shall arrange a pre-test meeting with the AQD staifto be held no less than <br />seven working days prior to the test date. <br /> <br />The Permittee shall submit a written copy of the performance test report to the Supervisor of <br />the Compliance Determination Unit postmarked or received within 45 days after the test and <br />a microfiche copy of the test report postmarked or received within 105 days of the test date. <br />The microfiche copy of the report shall be an exact duplicate of the written report and must <br />contain the name of the company and the test date in the title, and a certification that the <br />microfiche is an exact and complete copy of the original test report. <br /> <br />· Failure to Demonstrate Compliance. Upon written notification from the MPCA that the <br />performance test demonstrates noncompliance with an applicable emission limit or operating <br />limit, the Permittee shall conduct a retest within 30 days of receipt of the notice of <br />noncompliance. A written notice of testing must be submitted, postmarked or received, at <br />least 21 days in advance of the scheduled retest date and a pretest meeting shall be held at <br />least seven working days prior to the retest. Results of the retest shall be submitted within <br />45 days of the retest and a microfiche copy of the report shall be submitted within 105 days <br />of the retest. <br /> <br />An extension to the retest schedule may be granted if any of the special conditions in <br />Minn. R. 7017.2025, subp. 4 (performance Test, Operational Requirements and Limitations), <br />apply. <br /> <br />· Failure of Retest. Upon written notification from the MPCA that the retest demonstrates <br />noncompliance with the applicable emission limit or operating limit, the Permittee shall shut <br />down the affected emission units unless the Permittee is given written authorization to <br />operate pursuant to Minn. R. 7017.2025, subp. 5 (performance Test, Operational <br />Requirements and Limitations). <br />
