<br />Air Emission Pennit No. 12300387-9 <br />Page 10 of22 <br /> <br />· Operating Conditions for Performance Testing At Maximum Operating Rate. The <br />Permittee shall submit a test plan that meets the criteria of Minn. R. 7017.2030, subp. 3 <br />(Performance Test, Pretest Requirements), to the Supervisor, Compliance Determination <br />Unit. This test plan shall be submitted with, or in advance of the notification of testing. <br /> <br />Note that the test plan must define the operating conditions of the affected emission units and <br />pollution control equipment which result in the highest levels of air emissions, as required by <br />. Minn. R. 7017.2025, subp. 2 (Performance Test, Operational Requirements and Limitations). <br />It is possible that the highest emission rates occur at less than maximum production because <br />of control equipment performance or other factors. The operating parameters for the <br />performance test must be within the ranges allowed by this permit unless the Division <br />Manager has approved the performance test for demonstration of compliance outside the <br />currently permitted ranges. <br /> <br />If testing is conducted in accordance with these conditions and the test demonstrates <br />compliance with the applicable emission limitations, no additional operating restrictions will <br />be imposed by the rule as a result of the performance test. If the Permittee is unable to <br />achieve these conditions during the performance test, or if, for any other reason, the <br />performance test is conducted under conditions outside the ranges given above, operational <br />limits will be imposed pursuant to Minn. R. 7017.2025, subp. 3, With additional <br />recordkeeping requirements imposed as appropriate. <br /> <br />6.3 Monitoring Reports <br />In accordance with Minn. R. 7007.0800, subp. 6 (Permit Content, Reporting), the Permittee shall <br />submit to the Supervisor, Compliance Determination Unit semiannual monitoring reports unless <br />otherwise specified elsewhere in this permit. Monitoring reports submitted for the calendar <br />period from January 1st to June 30th must be postmarked or received by July 30th and reports <br />submitted for the calendar period from July 1 to December 31 st must be postmarked or received <br />by January 30th. Such reports shall be submitted on the Deviation Reporting form in Parts 11 <br />this permit. The monitoring report shall clearly identify the monitored parameter, all deviations, <br />and the percentage of time deviations occurred during the reporting period. If there are no <br />deviations the report shall state that as well. <br /> <br />6.4 Construction Schedule <br /> <br />· Construction and Startup Schedule. The Permittee shall submit to the Supervisor of the <br />Compliance Determination Unit written notification as follows: <br /> <br />1. A notification of the actual date of initial startup of the modification, postmarked or <br />received, no later than 15 days after such date. <br /> <br />Initial startup means the setting in operation of the new or modified emission unit for any <br />purpose. <br /> <br />· Construction Authorization. Authorization to commence construction of the modification <br />shall expire 12 months after the date of this permit, if construction has not begun. <br />
