SPECIAL CONDITIONS APPLICABLE TO ALL PERMITTEES <br /> <br />7.1 Limitations Applicable to All Permittees <br /> <br />· Ambient Standards. The Permittee shall comply with Minn. R. 7009.0010-7009.0080, <br />State Ambient Air Quality Standards and with National Primary and Secondary Ambient Air <br />Quality Standards, 40 CFR pt. 50. <br /> <br />· Noise. The Permittee shall comply with the noise standards set forth in <br />Minn. R. 7030.0010 to 7030.0080, at all times during the operation of any emission units. <br /> <br />· Fugitive Emissions. The Permittee shall not cause or permit the handling, use, transporting, <br />or storage of any material in a manner which may allow avoidable amounts of Particulate <br />Matter (PM) to become airborne. <br /> <br />The Permittee shall not cause or permit a building or its appurtenances or a road or a <br />driveway, or an open area to be constructed, used, repaired, or demolished without applying <br />all such reasonable measures as may be required to prevent particulate matter from becoming <br />airborne. <br /> <br />The Division Manager may require such reasonable measures as may be necessary to prevent <br />particulate matter from becoming airborne including, but not limited to, paving or frequent <br />clearing of roads, driveways, and parking lots; application of dust free surfaces; application <br />of water; and the planting and maintenance of vegetative ground cover (Minn. R. 7011.0150, <br />Fugitive Particulate). The Permittee should note, it is unlawful to place used oil in or on the <br />land unless approved by the MPCA in accordance with Minn. Stat. ~ 115A.916. <br /> <br />The Permittee shall cover all haul trucks, rail cars, etc. containing dry, fine particulate matter <br />leaving the facility. <br /> <br />7.2 Shutdowns and Breakdowns <br /> <br />· Notification. The Permittee shall notify the Commissioner or designee of any shutdown, <br />breakdown or deviation by telephone. During daytime hours (8:00 a.m. to 4:30 p.m.) call <br />(612)296-7300. During other hours call (612)296-7300 and leave a recorded message with <br />the following information: <br /> <br />1. Date and time of call. <br /> <br />2. Company and facility name and location. <br /> <br />3. Your name, title and telephone number. <br /> <br />4. Date and time of shutdown or breakdown. <br /> <br />5. Equipment failure and reason. <br /> <br />6. Potential environmental impacts. <br /> <br />7. What steps are or will be taken to address the potential environmental impacts. <br /> <br />8. Estimated duration of shutdown or breakdown. <br />
