In accordance with Minn. R. 7019.1000, subp. 1 (Notifications), the Permittee <br />shall notify the Commissioner or designee at least 24 hours in advance of the shutdown of <br />any control equipment and, if the shutdown would cause an increase in the emission of air <br />contaminants, of a shutdown of any process equipment. At the time of notification, the <br />Permittee shall also notify the Commissioner or designee of the cause of the shutdown and <br />the estimated duration. The Permittee shall notify the Commissioner or designee when the <br />shutdown is over. Notifications shall be made in accordance with this section. <br /> <br />Breakdowns. In accordance with Minn. R. 7019.1000, subp. 2, the Permittee shall notify the <br />Commissioner or designee immediately of a breakdown of more than one hour duration of <br />any control equipment and, if the breakdown causes an increase in the emission of air <br />contaminants, of a breakdown of any process equipment. At the time of notification or as <br />soon thereafter as possible, the Permittee shall also notify the Co~ssioner or designee of <br />the cause of the breakdown and the estimated duration. The Permittee shall notify the <br />Commissioner or designee when the breakdown is over. Immediately shall mean as soon as <br />reasonably possible after giving consideration to plant and personnel safety. Notifications <br />shall be made in accordance with this section. <br /> <br />Operation changes. In accordance with Minn. R. 7019.1000, subp. 3, in any shutdown or <br />breakdown covered by this section, the Permittee shall immediately take all practical steps to <br />prevent or reduce any adverse impact on air quality which may result. The Commissioner or <br />designee may require feasible and practical modification in the operation to reduce emissions <br />of air contaminants. No affected facility which has an unreasonable breakdown frequency of <br />control equipment shall be permitted to operate. Nothing in this section shall permit the <br />operation of an affected facility which may cause an immediate public health hazard. <br />Immediately shall mean as soon as is reasonably possible after giving consideration to plant <br />and personnel safety. <br /> <br />Deviations. Pursuant to Minn. R. 7007.0800, subp. 6 (Permit Content, Reporting), the <br />Permittee, in the event of any deviation from permit conditions which could endanger human <br />health or the environment, shall orally notify the Commissioner or designee within 24 hours <br />of discovering the deviation. Within five working days of the discovery of such a deviation, <br />the Permittee shall submit to the Commissioner or designee of the deviation; the cause of the <br />deviation; the exact dates of the period of the deviation; if the deviation has not been <br />corrected, the anticipated time it is expected to continue; and steps taken or planned to <br />reduce, eliminate, and prevent reoccurrence of the deviation. Written notification shall be <br />submitted on the Deviation Occurrence Reporting Forms as contained in Parts 11 of this <br />permit. <br /> <br />. <br /> <br />. <br /> <br />. <br />
