Assuming a daily
consumption of approximately 1200 gallons per acre per day for commercial building uses, the average
estimated water consumption for the 126 acre project area is 151,200 gallons per day. Approximately
50% of the project area currently includes commercial buildings which utilize the City water supply.
The estimated additional water consumption resulting from the project would be approximately 75,000
to 100,000 gallons per day.

The St. Paul Water Utility maximum finished water output is 168 million gallons per day with an
average demand rate of 52 million gallons per day. The additional demand generated from the
proposed project can be met by the St. Paul Water Utility and City distribution system.

The proposed project includes an extensive network of watermains with 16 inch diameter mains
running along Fairview Avenue and County Road C and 12-inch mains running along Cleveland
Avenue and Snelling Avenue. Several smaller diameter mains also exist within the project area which
feed existing interior parcels. The proposed improvements include the necessary water main
extensions to provide service and fire protection for parcels 10-13 and to provide enhanced service to
additional parcels. The proposed improvements would also provide continuous watermain "loops" to
improve the efficiency ofthe City watermain grid.

14. Water-related Land Use Management Districts.

Does any part of the project site involve a shore land zoning district, a delineated 100-year floodplain,
or a state or federally designated wild or scenic river?

.x Yes

_No

If yes, identify the district and discuss the compatibility of the project with the land use
restriction of the district.

Response: The City ofRoseville has a shore land management ordinance which applies to City water
bodies that are specifically listed in the ordinance. Langton Lake is a listed public water body and is
included in the City's shore land management ordinance. The project will comply with all requirements
of the City's shore land management ordinance.

The City of Roseville has not identified any floodplain or river-related districts within the project area.
The entire project area is located within the Rice Creek Watershed District (RCWD). The RCWD has
not identified any floodplains in the project area.

#24397

10
