<br />anticipated development of Centre Pointe and other adjacent properties was assumed in the <br />traffic model 1 , and for that reason their cumulative impacts were considered. <br /> <br />31. Other Potential Environmental Impacts. If the project may cause any adverse environmental <br />impacts which were not addressed by Items I to 28, identify and discuss them here, along with any <br />proposed mitigation. <br /> <br />Response: No other potential environmental impacts are anticipated. <br /> <br />32. SUMMARY OF ISSUES. (This section need not be completed if the EA W is being done for EIS <br />scoping; instead, address relevant issues in the draft Scoping Decision document which must <br />accompany the EA W.) List any impacts and issues identified above that may require further <br />investigation before the project is commenced. Discuss any alternatives or mitigative measures that <br />have been or may be considered for these impacts and issues, including those that have been or may <br />be ordered as permit conditions. <br /> <br />Response: The analysis conducted to address the preceding questions did not reveal any substantial <br />impacts that would require further investigation prior to proceeding with development/redevelopment <br />in the project area. The permits and approvals listed in the response to Question #8 will be addressed <br />at the appropriate times during the project development process. The proposed redevelopment could <br />result in environmental improvement through hazardous waste clean-up, visual enhancements, and <br />improved infrastructure. <br /> <br />The relevant issues related to the development or redevelopment of parcels one through 30 are: project <br />history, the market driven nature of the Twin Lakes development, the completion of Twin Lakes <br />Parkway, hazardous waste and contaminated soils, additional traffic created by the proposed Twin <br />Lakes Parkway, and the associated potential for air and noise pollution. <br /> <br />HISTORY: The City ofRoseville plans to implement 738,810 square feet net additional building area <br />in Twin Lakes Business Park. The business park will be transformed from a trucking and outdoor <br />storage to light industrial, office/showroom, and commercial business mix. Maximum occupancy is <br />expected in the Year 2010. The plan for the business park emphasizes the natural environment of the <br />site and will provide better access and inftastructure to the area, as well as upgraded natural amenities. <br />The proposed development and redevelopment is consistent with the Twin Lakes Comprehensive Plan <br />Amendment, September 30, 1996. <br /> <br />TWIN LAKES MARKET: The proposed development/redevelopment of parcels one through 30 will <br />be market driven. No formal plan exists for the development of parcels, rather the precise timing and <br />level of development will be dictated by market forces. National and local market conditions, <br />competition with other regional business parks, and marketability of individual locations within the <br />business park will affect the type and timing of construction. <br /> <br />The Centre Pointe traffic study and the more recent Twin Lakes traffic study assumed a more <br />burdensome mix of uses for Centre Pointe than was ultimately approved by the City in its Planned <br />Unit Development Amendment. The studies assumed that two restaurants with a total of 14,400 <br />square feet of space would be constructed, while it now appears that one of those two locations will <br />be used for the less burdensome office use. <br /> <br />#24397 <br /> <br />28 <br />
