For larger metropolitan areas, the minimum acceptable level of congestion is usually LOS "D." <br />In smaller, more rural communities where drivers tend to be less aggressive, the minimum acceptable level <br />of seIVice is typically LOS "c." For the purposes of this analysis, the minimum acceptable level of seIVice <br />was assumed as LOS "D," consistent with Mn/DOT and Metropolitan Council objectives for the region. <br /> <br />Capacity analyses were conducted for each of the 11 key intersection locations. The analyses were conducted <br />by using the procedures outlined in the 1994 Hi~hwav Capacity Manual Uodate and the existing intersection <br />geometries and traffic control. The results of the analyses are documented in Table B5. <br /> <br />The data indicate the following: <br /> <br />. The existing PM peak hour traffic operations at each of the eleven key intersections is currently <br />acceptable (LOS D or better). <br /> <br />. The Year 2011 background PM peak hour traffic operations are expected to be unacceptable at four <br />of the eleven key locations. The four unacceptable locations are anticipated to be the Cleveland <br />Avenue / I-35W ramps (LOS F), Cleveland Avenue / West County Road C2 (LOS E for side street left <br />turns), Snelling Avenue / West County Road C (LOS F) and Snelling Avenue / West County Road C2 <br />(LOS F). <br /> <br />. The Year 2011 post-development PM peak hour levels of traffic operations are projected to be <br />unacceptable at eight of the eleven key intersection locations. The eight unacceptable locations <br />include: Cleveland Avenue/West County Road C (LOS F), Cleveland Avenue/I-35W ramps (LOS F), <br />Cleveland Avenue/West County Road C2 (LOS F), West County Road D/I-35W east ramp (LOS E), <br />Fairview Avenue/West County Road C (LOS F), Fairview Avenue/West County Road C2 (LOS E), <br />Snelling Avenue/West County Road C (LOS F), and Snelling Avenue/West County Road C2 (LOS F). <br /> <br />A variety of alternative congestion mitigation measures were evaluated and it was determined that the <br />following roadway improvements would be necessary to provide acceptable levels of traffic operations at <br />each of the eleven key intersections during the Year 2011 post-development PM peak hour. <br /> <br />. <br /> <br />Add exclusive right turning lanes on all approaches at the Cleveland Avenue / West County Road C <br />intersection and the Fairview Avenue / West County Road C intersection. <br /> <br />. <br /> <br />Provide exclusive right turning lanes on all approaches, dual left turning lanes on the northbound <br />approach and dual through lanes on eastbound and westbound approaches at the Cleveland Avenue / <br />I-35W northbound ramps intersection. <br /> <br />. <br /> <br />Add an exclusive right turning lane on the westbound approach at the West County Road D /I-35W <br />East Ramps intersection. <br /> <br />. <br /> <br />Provide dual left turning lanes and exclusive right turning lanes on each approach at the Snelling <br />Avenue intersections with West County Road C and West County Road C2. <br /> <br />#24397 <br /> <br />60 <br />
