<br />Appendix B, continued <br /> <br />CONCLUSIONS <br /> <br />. The proposed Twin Lakes redevelopment is expected to result in approximately 8,100 additional daily <br />vehicle trips, including an additional 230 inbound and 830 outbound trips during the PM peak hour. <br /> <br />. The existing levels of traffic operations at eleven key intersections within and surrounding the Twin <br />Lakes area currently operate at acceptable levels (LOS "D" or better) during the PM peak hour. <br /> <br />. The projected Year 2011 PM peak hour background levels of traffic operations at four of the eleven <br />key intersection locations are expected to be unacceptable (LOS "E" or "F"). These four locations <br />include the Cleveland Avenue intersections with the I-35W northbound ramps and West County Road <br />C2 and the Snelling A venue intersections with West County Road C and West County Road C2. <br /> <br />. The projected Year 2011 PM peak hour post-development levels of traffic operations at eight of the <br />eleven key intersections are expected to be unacceptable. The eight unacceptable locations include: <br />Cleveland AvenuelWest County Road C (LOS F), Cleveland Avenue/I-35W ramps (LOS F), Cleveland <br />AvenuelWest County Road C2 (LOS F), West County Road D/I-35W east ramp (LOS E), Fairview <br />AvenuelWest County Road C (LOS F), Fairview AvenuelWest County Road C2 (LOS E), Snelling <br />A venuelW est County Road C (LOS F), and Snelling A venuelW est County Road C2 (LOS F). <br /> <br />In summary, the proposed Twin Lakes redevelopment project is expected to result in minor traffic impacts. <br />Most traffic impacts identified in this analysis are attributed to background traffic conditions and would be <br />expected to occur without the Twin Lakes redevelopment. The minor traffic impacts attributable to the <br />redevelopment can be mitigated by constructing right turning lanes on selected intersection approaches. The <br />minor impacts affect four key intersections in the area (Cleveland Avenue / West County Road C, West <br />County Road D / I-35W East Ramp, Fairview Avenue / West County Road C, Fairview Avenue / West <br />County Road C2). <br /> <br />Note that the minor impacts at the Fairview Avenue / West County Road C2 intersection could be mitigated <br />through the installation of a traffic signal. However, the future signal installation at the Fairview A venue / <br />Twin Lakes Parkway intersection may create an adequate supply of sufficient gaps in the Fairview Avenue <br />traffic flow to safely allow left turns from West County Road C2 during the Year 2011 post-development PM <br />peak hour. This condition should be further studied after Twin Lakes Parkway is constructed and a <br />substantial amount of the Twin Lakes development/redevelopment has been completed. <br /> <br />#24397 <br /> <br />61 <br />
