<br />The actual design of the right-of-way, road widths, and pathways would also be <br />revised. <br /> <br />. Because the Twin Lakes plan was adopted as part of the 1994 Comprehensive <br />Plan, a plan amendment is necessary to change the proposed location of Twin <br />Lakes Parkway. <br /> <br />Development Summary: <br /> <br />In the mid 1980's, the City hired consulting firms of Dahlgren, Shard low and Uban and <br />Barton Aschmann to study and make recommendations concerning the future land use <br />and roadway locations within the Twin Lakes Business Park area. This area is <br />approximately 280 acres, which is bounded by Cleveland Avenue on the west, Snelling <br />Avenue on the east, County Road C-2 on the north, and County Road C on the south. <br />The study was in response to the deregulation of the trucking industry and the potential <br />impact it had on the trucking related industry that was present in the Twin Lakes <br />Business Park area. It was anticipated that the properties would come up for <br />redevelopment over a 20 year time frame (1985-2005). The intent of the plan was to <br />provide the framework for a well planned industrial business park which would provide a <br />good return to property owners as they make the decision to sell and redevelop their <br />properties as well as to maximize the tax base for the City. The study also looked at <br />how to best minimize and any adverse effects the proposed new, more intense <br />development would have on the existing community. <br /> <br />As part of that study, Barton Aschmann looked at the transportation issues. Their study <br />showed that new roadways would be necessary to enhance the value and the future <br />development potential of sites within the area, as well as provide a relief to congestion <br />on County Road C. The study recommended the construction of several new <br />north/south streets to provide access to future development sites, including Mount <br />Ridge Road and Arthur Street. A major finding of the study was the need for a new <br />east/west street to be named "Twin Lakes Parkway" to provide an alternative to County <br />Road C and County Road C2. The proposed new road was to provide direct <br />connection to 35W on the west and Snelling Avenue on the east. The proposed <br />alignment of this roadway would follow the existing alignment of Terrace Drive, between <br />Snelling Avenue and Fairview Avenue. The portion between Fairview Avenue and <br />Cleveland Avenue would be new roadway which would curve south from the <br />Fairview/Terrace Drive intersection, south of Langton Lake and connect to Cleveland <br />Avenue, through the existing lona Lane right-of-way, just to the south of the former <br />Midwest Motor Express site. The plan also anticipated that the 35W interchange at <br />County Road C would be relocated to line up with the new Twin Lakes Parkway. A full <br />intersection at Snelling Avenue on the east end was also called for in the plan. <br /> <br />It has been almost 10 years since much of the study work was completed.
