<br />streets be vacated to make more land available for development. <br /> <br />Meeting with Businesses: <br /> <br />The City staff held a meeting with business and property owners on October 3, 1996. <br />Issues which were identified included: <br /> <br />1. Many businesses are in the process of making long term business decisions and <br />need to know what the final alignment will be soon. <br /> <br />2. Many property owners need to know exact dimensions of the realignment so that <br />their site can be adjusted to take advantage of the new road frontage, <br /> <br />The City staff has met individually with representatives of Cummins Diesel, Indianhead, <br />Ryan and Hyman Freightways and will be meeting with representatives of Weyerhauser <br />on October 17. These meetings reemphasized the need to know what the final <br />alignment and exact dimensions of the realignment would be. The impact of the <br />realignment on the Hyman Freightways maintenance/safety building was not addressed <br />in the study. City staff will be working with Hyman Freightways to address this issue. <br /> <br />Staff Recommendation: <br /> <br />The Twin Lakes Business Park plan was adopted as part of the City's Comprehensive <br />Plan in 1994, including the location of Twin Lakes Parkway. If the location of the <br />Parkway is to be changed, then a Comprehensive Plan Amendment will be required. <br />It is recommended that the City Council approve a Comprehensive Plan Amendment to <br />incorporate the BRW study and its findings as part of the Twin Lakes Master Plan and <br />the thoroughfare plan. <br /> <br />Assuming the Council approves this amendment and the Metropolitan Council reviews <br />it positively, the next step will be to prepare an "official road right-of-way map" which is <br />a plat illustrating the exact amount of land needed for the realignment. The "official <br />mapping" process is a State law that allows a City to designate a future road right-of- <br />way and give the City an opportunity (90 days) to buy that right-of-way prior to future <br />building construction in the right-of-way. <br /> <br />Planning Commission Recommendations: <br /> <br />The Planning Commission unanimously recommends that the City Council approve a <br />resolution approving and adopting an amendment to Roseville Comprehensive Plan <br />subject to review and comment of the amendment by the Metropolitan Council. The <br />Commission further recommended that the City Council authorize staff to begin the <br />"official right-of-way mapping" process as soon as practical after approval of the <br /> <br />4 <br />
