Timing

If the roadway acquisition and construction were to be approved, it would
occur over a number of years. Based on available funds, the City could
plan on acquisition and construction to occur in a period 3 to 5 years into
the future; years 1999 to 2002. (This assumes the City does not have the
current capacity to borrow internally or bond for this improvement.)

The property owners have plans for their property that vary dramatically.

Parcel # Owner Plans Tenant Plans
9 Jensens 10 years Cummins N,W. 1 to 3 years
8 Xtra Lease N/A, but may sell None None
13 Indianhead At least 3 years TIP (if approved) 3 years
14 and 20 Hyman 10-15 years None None
18 and 19 Hyman 10-15 years None None
31 Bob Hagen Uncertain Weyerhauser 1 to 3 years

. Phoenix Industries and Northco, (parcel 33) located in the
building north of the HagenlWeyerhauser site, had expressed
concern about the road location relative to their building. The BRW
right-of-way design was revised to not impact their property or
building.

. The HaganlWeyerhauser Recycling (parcel 31) main building could
be saved with the proposed alignment. The accessory building, north
of the main building would be removed. Because the road curves to
the east on this parcel, the right-of-way takes up land adjacent to the
northwest corner of the main building, making it nearly impossible to
turn semi trailers around on the site. Mr. Hagan and his attorneys
were made aware of the concept in 1994-95 when the City acquired
the lowland along the west side of his current property. No further
discussions occurred.

. The Indianhead (parcel 13) site should eventuat\y be redeveloped
but in the immediate future only the north 125 feet would need to be

3

121121121018
