REQUEST FOR COUNCIL ACTION <br /> Date: 8/11/14 <br /> Item No.: 13.h <br />Department Approval City Manager Approval <br />Item Description: Establish an Additional Systems Engineer Position within the Information <br /> Technology Division <br />B <br />ACKGROUND <br />1 <br />The City currently employs 12 full-time positions within the IT Division. They include: <br />2 <br />3 <br />Information Technology Manager <br />4 <br />Network Systems Engineer (2) <br />5 <br />Network Systems Analyst <br />6 <br />Records Management Analyst <br />7 <br />Network Server Support Specialist <br />8 <br />Computer Support Specialist (6) <br />9 <br />10 <br />Over the past several years, the City’s information systems have grown substantially in both size and <br />11 <br />complexity. In addition, the need for network systems support has grown from a Monday-through- <br />12 <br />Friday, 8-4:30pm obligation; to a 24x7x365 obligation. This support burden falls primarily on the 2 <br />13 <br />existing network system engineers making it impossible for them to get any substantive time-off. They <br />14 <br />routinely work after-hours, holidays, weekends, and on vacation in order to maintain continuous <br />15 <br />network operability for Roseville. <br />16 <br />17 <br />In addition, the Council has now directed that the new park buildings as well as existing park shelters, <br />18 <br />nature center, and arboretum include secure entry access, security cameras and monitoring systems, and <br />19 <br />potentially feature Wi-Fi services. This represents an additional support burden on the system <br />20 <br />engineers that were not part of the 2014 or preliminary 2015 Work Plans. <br />21 <br />22 <br />A third full-time systems engineer position is needed to address the increasing demand for network <br />23 <br />support. The creation of this new position requires Council authorization. The new position job <br />24 <br />summary, pay grade, and salary range is as follows. <br />25 <br />26 <br />Job Summary: <br />27 <br />Under the direction of the Information Technology Manager (IT Manager), the Network Systems <br />28 <br />Engineer is responsible for ensuring the stability, integrity, and efficient operation of the network and <br />29 <br />information systems that support core organizational functions in conformity with the city, IT <br />30 <br />consortium, and departmental goals and objectives. <br />31 <br />32 <br />Page 1 of 2 <br /> <br />
