<br />Now <br />I~~ge w <br /> <br />Image Now Sigl1S &: Desigl1 <br />February , 6, '997 <br /> <br /> <br />Rick Jopke <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br />Dear Mr. Jopke: <br /> <br />The City of Roseville recently advised us that it considers the premise sign <br />located at 1165 County Road C, West Rosedale Square, non-compliant. This <br />comes as a great surprise to us, because we went out of our way to ensure <br />compliance, with input from the City, at the time this sign was erected. <br /> <br />This project was undertaken to refurbish and enhance an existing premise <br />sign. Image Now Signs and Design was the liaison between Rreef (the <br />purchaser) and Leroy Sign (the manufacturer) to manage the refurbishing <br />process. An electronic message center was added as part of the upgrade, <br />and this was communicated to the City from the start. <br /> <br />By way of background, Image Now has been in the sign business for fourteen <br />years. We have managed hundreds of similar sign installations and follow <br />essentially the same process in all of our installations to ensure compliance <br />with applicable regulations and ordinances. In this case: <br /> <br />1. Negotiations with the purchaser began in 1994 for Rosedale Square's <br />Premise sign refurbishing project. <br /> <br />2. A permit was applied for in August of 1995 for Rosedale Square's <br />premise sign refurbishing project. An electronic message center was <br />included in the request for permit. Approval was documented by letter <br />from the City in July of 1996. Although Image Now does not believe <br />that code change is an issue in this case, an amendment to Section <br />14.040 of the Ordinance 1159 did occur during the two year <br />development/approval process. <br /> <br />3. City ordinances and codes frequently change.
