See Exhibit No. 11 for response from Minnesota Department Natural Resources' Natural
Heritage Database. No records exist of endangered, threatened, or special-concern species
on or near the site.

12. Physical Impacts on Water Resources. Will the project involve the physical or
h:ydrologic alteration (dredging, filling, stream diversion, outfall structure, diking,
impoundment) of any surface water (lake, pond, wetland, stream, drainage ditch)?
X Yes No

11' yes, identify the water resource to be affected and describe: the alteration,
Dlcluding the construction process; volumes of dredged or fill material; area affected;
IE!ngth of stream diversion; water surface area affected; timing and extent of
fluctuations in water surface elevations; spoils disposal sites; and proposed
mitigation measures to minimize impacts.

A 1.62-acre wetland (Type 3; PEMC) located in the southeastern comer of the site will be
p]reserved and integrated into the landscape design of the project. A 0.26-acre wetland (Type 3;
PEMC) located behind the existing houses in the western portion of the site will need to be
filled to construct the building on Lot 5. This impacted wetland will be replaced by creating a
similar Type 3 wetland on the site.

On the northern parcel, a small (O.05-acre) seasonally wet basin, classified as a Type 1 or 2,
has developed on old fill material as the result of inadequate drainage. Since the wet basin
was inadvertently created on non-hydric fill material, it is anticipated that wetland mitigation
will not be required for excavating the fill in this area and replacing it with soils suitable for
construction.

13. Water Use
a. Will the project involve the installation or abandonment of any wells?
X Yes No

For abandoned wells give the location and Unique well number. For new wells,
or other previously unpermitted wells, give the location and purpose of the well
and the Unique well number (if known).

No new wells are planned for this development project, and existing wells will be properly
sealed (abandoned) in accordance with Minnesota Department of Health's regulations.

Thirteen homes were built on 14 residential lots between 1941 and 1964, prior to
installation of water mains. Based on the chronology and city records indicating wells at
five homes (2195, 2205, 2215, 2219, and 2241 Highway 36), it is reasonable to expect that
wells will be found at each existing home. Residential wells will be properly abandoned by
a licensed well contractor as part of the demolition of each home.

The old farmstead and trucking facility may have had a well also. The locations of the
wells for the farmstead and trucking facility are not known; if encountered during
development, they will be properly sealed.

b. Will the project require an appropriation of ground or surface water (including
dewatering)? Yes ~ No

23624158\48185-1Il'MN

6
