<br />evaluated before any specific intersection location/realignment is <br />recommended. <br />d. Design a stoplight location and connection to neighborhood roads <br />that minimizes cut-thru traffic and speed. Design it with less slope <br />than the existing Oakcrest and Rose Place intersections which may <br />be closed. The changes may well make Oakcrest Avenue ineligible <br />for state aid. <br />e. Recommend the project to the County and follow normal County <br />planning and financing schedules if improvements are within 2-6 <br />years. <br />f. Review plans especially with adjacent homeo'."'ners to allow them to <br />provide input, suggest alternatives and decide their future plans. <br />g. Redevelop the adjacent property into buffer with some housing if <br />possible. A buffer should contain an earthen berm and relocated <br />bike path. Evaluate whether some homes can be relocated, or new <br />homes constructed, on the property with access to neighborhood <br />streets. Relocating some homes to the PUD is an attractive option <br />however it may make the PUD more difficult to finance. <br />h. Allow these homeowners first choice of housing units in the <br />southeast PUD. <br /> <br />4) FOR OAKCREST AVENUE <br /> <br />The recommended revised Snelling Avenue and Fairview Avenue <br />connections should help minimize cut-thru traffic and reduce speeding on <br />Oakcrest. No other traffic calming changes to Oakcrest are proposed at <br />this time. Oakcrest may not maintain state aid eligibility because designs <br />may well be for speeds under 30 mph. <br /> <br />5) FOR COUNTY ROAD "C". WITH RAILROAD AND CITY PROPERTY <br /> <br />Recommend additional noise and visual screening between the railroad <br />and homes. Recommend minor improvements to city property and <br />building. <br /> <br />a. Contact adjacent property owners for comments on these <br />recommendations. <br />b. Contact the railroad on the possibility of adding screening on their <br />property . <br />c. Consider adding earthen berms and trees for screening. Excavated <br />soils from the residential PUD or the storm pond could be used. <br />d. Recommend night lighting north of Co. Rd. C be the minimum <br />possible and be contained with down lighting. <br /> <br />6 <br />
