<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 04/14/97 <br />ITEM NO: C-5 <br />9FR~~ment Approval: Manage0~proved: Agenda Section <br />1:!JjV Consent <br />Item Description: APPROVAL OF SPRING, 1997 YMCA GARAGE SALE (PF2894) <br /> <br />- <br /> <br />BAC';KGROUND <br /> <br />The YMCA has requested approval of a special garage set-up and sale promotion <br />permitforWednesday, May 14th through Sunday, May 18th, 1997. <br /> <br />The City Code, Section 1004.011, states that a normal residential garage sale may be <br />up to 3 days long, 3 times during anyone calendar year. The sale must be held <br />beM'een the hours of 8:00 a.m. and 6:00 p.m. For garage sales/promotions that will <br />vary' from those standards, the Code requires Council approval. <br /> <br />The YMCA Sale varies in the following ways: <br /> <br />1) It is longer than 3 days of sales (Wednesday, May 14th. through Sunday, <br />May 18th). <br /> <br />2) The set-up period will begin 3-6 days prior to the sale, (as early as May 8th <br />through May 13th). <br /> <br />3) Because of the magnitude of this garage sale promotion, a portion of the <br />items for sale will be stored on the yard, not within the garage or <br />screened areas. <br /> <br />From the staff perspective, the YMCA Sale/Promotion has been so successful that it <br />has outgrown the intent of residential garage sale section of the code. It has become <br />mon~ of an annual sale/celebration The purposes of the YMCA Sale/Promotion are <br />unique and valid; the location of such a community event should be re-evaluated in the <br />future. There should be some method in which community organizations and the City <br />can ,jointly find a more appropriate location for such events. Examples might include <br />city !parks, city parking lots, joint-use parking lots at shopping center, church parking lots <br />and ball fields. Such sites may have more parking, adequate pedestrian safety zones, <br />sign age, visibility, sanitary systems, lighting, and perhaps security. <br /> <br />1 <br />
