The property is <br />zoned R-1 Single Family Residential and adjacent land uses are single family <br />residential, undeveloped R-1 zoned land, open space (Cottontail Park), and a <br />religious institution (Advent Lutheran Church). <br /> <br />2.2 Mr. and Mrs. Willis are requesting a variance from Section 1 004.02D to reduce the <br />front yard setback on a corner lot to 16.5 feet for the purpose of constructing an <br />addition to an existing single family residence. The addition will provide the family <br />with additional living space, including a bedroom, a bathroom, and a family room. <br />The applicants have considered all other alternatives for constructing an addition <br />on the property, but this location is the only feasible option. Practical difficulties <br />include the location of the house and detached garage on the parcel and the floor <br />plan of the existing house. <br /> <br />2.3 The option of vacating Dellwood Avenue in this area was also considered, but the <br />engineering staff does not find this to be an appropriate alternative at this time. <br />Three separate feasibility studies for this right-of-way (73-15, 75-07, and 80-24) <br />have shown that improvements would not be feasible because of existing soil <br />conditions; however, a recreational trail is currently located within the right-of-way <br />and there is an undeveloped residential parcel south of the Willis parcel. <br /> <br />2.4 Section 1004.02D, City Code, requires a minimum front yard setback of 30 feet in <br />an R-1 district. Since this property is on a corner, the front yard setback applies to <br />Josephine Road as well as Dellwood Avenue. <br /> <br />PF#2895 - RCA - Page 1 of 2 <br />
